AbstractThis article explores the political and economic forces involved in the development of privatization policies within the health care sector in Thailand. It is suggested that many of the motivating factors behind private sector growth are outside of the health sector; the general macroeconomic environment and tax incentives have stimulated private sector expansion. Within the Ministry of Public Health a preoccupation with improving care in rural areas and an unclear policy line on the private sector has facilitated this expansion. Only recently has private sector growth come to the policy agenda. During this lag period a number of interest groups have developed. It will be difficult to overcome these entrenched interests in order to change policy direction. Meanwhile, problems of rapid cost inflation and inequity face the Thai health care system. Although this case study focuses upon the health care sector in Thailand it would appear relevant both to other sectors and to other countries. AbstractA fundamental component of resource conservation in Ethiopian development programmes is sought in part through the dissemination of improved stoves. However, as an evaluation of a range of stove programmes reveals, the absence of applied research by government and non‐governmental organizations together with fundamental constraints arising out of the wider development context is resulting in programmes that are poorly targeted, inflexibly implemented and largely unable to meet the energy needs of poor rural and urban households. AbstractThis article relates how the World Bank makes reform decisions in a particular economic sector and country. It highlights some of the key issues pertaining to the privatization of livestock veterinary services in sub‐Saharan Africa, with a particular focus on Cameroun. Relating to the economics literature, it argues that veterinary services have both public and private good attributes. Therefore, any policy aimed at privatizing the entire spectrum of services without regard to their public good character is likely to result in significant market failures. With empirical evidence provided by Cameroun, the article also demonstrates that the ‘privatization project’ advocated most strongly by key international lending institutions does not enjoy much support among African policy makers. AbstractIn the past decade, Guangzhou (Canton), China, has produced mixed results in water pollution control: it has been successful in limiting pollution from industrial sources than from domestic ones. This article examines the case by reference to a growing body of literature in institutional analysis. The central arguments are that institutions affect the governance and management of natural resources by allocating decision‐making authorities among different individuals, agencies and levels of governments, by affecting whether rules and regulations can be effectively enforced and by creating different incentive structures. These arguments help to explain the divergent governmental efforts and outcomes in the two types of water pollution control in Guangzhou. The article concludes by discussing the case's theoretical and practical implication

AbstractConcepts of privatization have been adopted on a global scale. Yet few studies examine issues other than economic and selected political ones. This article argues, however, that a broad spectrum of institutional considerations must be evaluated in order to assess the viability of any proposed privatization strategy. A further distinction must be made between countries with developed markets and those market‐based political economies (MBPEs) whose extant institutional configurations have not reached a level of independence to fully support extensive privatization measures. Jordan, Turkey and Egypt would be examples of such countries.This article contends that the enactment and implementation of privatization policies will achieve its avowed goals only (a) if the state‐controlled enterprises (SCEs) are sufficiently independent of their supervising bureaucracies (presumably a ministry, the treasury or development planning organization) prior to their transfer to a private partner and (b) if the government possesses requisite monitoring capacity to ensure the fulfilment of contractual obligations of the privatized entity. An ancillary thesis suggests that the societal and organizational culture must be succinctly separated to warrant a full‐scale transfer of SCEs to the private sector.In Jordan, privatization has been discussed for a number of years, but no projects have been attempted so far. AbstractThere is a paucity of empirical microlevel studies of women in the formal sector in developing countries. This article attempts to redress this deficit and focuses on the position of women in the Zambian civil service using information from a sample of personnel records. Although women are disproportionately represented in the civil service compared with other areas of the formal economy, the current positions of males and females are significantly different. However, the results of the survey are not easily encompassed in prevailing theoretical frameworks and, rather surprisingly, it appears that it is age rather than gender that is the crucial explanatory variable. Finally, a number of possible explanations are advanced to account for our findings.
