This study of St. Louis' Model Cities program argues that the barriers to effective intergovernmental implementation that are stressed in the literature did not prevent HUD from accomplishing its goal of weakening the influence of poverty‐area neighborhood organizations in the program. HUD, primarily through its willingness to withhold Model Cities funds until the neighborhood organizations' role was weakened, was able to alter such factors as local political alignments and the disposition of local implementers rather than having these remain impediments to implementation. 摘要:
The overall goal of this paper is to place the gentrification and reinvestment process in the context of broader metropolitan growth and change. In the first section, the gentrification and reinvestment processes are examined within the broader contexts of several general models of urban morphology. In general, these processes are viewed as normal responses of a residential area to changing economic and ecological forces in the city. In the second section, weaknesses in the literature on revitalization are identified and a research design to overcome these weaknesses is suggested. This research, if pursued, would overcome the myopia of previous research by placing revitalization in the context of overall change in the internal structure of the city.

Our basic objective is to empirically delineate the various causes and consequences of migration to urban areas. We examine the social, economic, and political characteristics of 263 SMSA's for two time periods, 1960–1970 and 1970–1975. We find that the social context of an urban area has the strongest impact on migration with the economic context running a close second. Political factors by themselves were found to have little influence on migration. The stronger single variable resulting from the regression analysis was the measure for sunbelt location (i.e. average January temperature). The concept of urban unease, first elucidated by James Q. Wilson in 1968, refers to a “sense of the failure of community” among urbanites. An exploratory analysis of the sociological dimension of urban unease is carried out here on a small set of urban communities. A data set from the 1970 ten‐city Citizen Attitude Survey carried out by the Urban Observatory Program of the National League of Cities is analyzed. This data set has been merged with aggregate census data measuring ecological properties of the ten cities in this national survey. There is a tendency for residents' concerns for urban unease to be affected by variations in the urban context if the issue relates to the neighborhood or micro community. The effect of a change from at‐large to district representation on the agendas of local councils is examined in five cities. Based on analysis of roll‐call votes and members' verbal interactions (as coded from official minutes), it is determined that this change in representation does not affect the proportion of the agenda devoted to such routine matters as streets and sanitation, nor to social minimum (welfare) or police and other protective issues.
