ABSTRACT:This article reports on the print media advertising practices of a major real estate company operating in Milwaukee, Wisconsin, during 1981–1984. Statistical findings suggest that, compared to home sellers in a white neighborhood listing with this company, those in an integrated or black neighborhood could expect significantly: (1) lower frequencies of advertisements and open houses noted in the Sunday metropolitan newspaper; (2) higher probabilities of no properties in their area being advertised or advertised only with “one‐line” ads; and (3) lower probability of their area being described favorably in the ad Potential nonracial explanations of these findings appear invalid. ABSTRACT:Racially discriminatory mortgage lending patterns have been documented in several cities, despite the fact that such practices are illegal under the Federal Fair Housing Act and other federal and state laws. This study finds that in Milwaukee, as in several other metropolitan areas, racial composition of neighborhood is negatively associated with mortgage lending activity by depository institutions even after the effects of income, condition of housing, and related population and neighborhood characteristics are taken into consideration. However, the effects of race are not linear and are different in the city and in the suburbs. In the city, the effects of race were largest in integrated areas, whereas in the suburbs the effects of race were positive when few minorities were present and negative in those areas having large concentrations of minority residents.

ABSTRACT:This article examines the relationship between the percent black population, black population change, and white population change for American suburbs for the 1950 to 1980 period Linear, tipping point (curvilinear), and interaction models of white population change are evaluated for each decade controlling for several other suburban characteristics (age, annexation, and distance to the central business district). The analyses provide little support for any model of racial change and show that white population change is more often affected by other suburban characteristics, especially age.

ABSTRACT:This article compares the effects of “push” and “pull” factors on decisions of white and black households without children to move from central cities to the suburbs. Unlike previous studies where the independent and dependent variables are aggregate characteristics of the metropolitan areas or individual suburbs, in this article the units are individual households and the variables characteristics of these households or the metropolitan area where they live. The data suggest that black and white decisions are affected by the same variables in the same way, and that blacks and whites are equally likely to move to the suburbs. We also find that both groups tend to move away from the central cities of metropolitan areas with large black populations and in which housing is relatively concentrated in the suburbs, consistent with both the “push” and “pull” hypotheses. ABSTRACT:In 1983 Chicago elected its first black mayor, Harold Washington. During Washington's first term of office, his administration not only reordered municipal priorities in such a fashion as to benefit his core, minority voting constituency, but also defined a municipal agenda emphasizing greater attention to neighborhood needs and more open government. In 1984 an important neighborhood coalition, the Save Our Neighborhoods/Save Our City Coalition (SON/SOC), proposed a linked development policy to tap downtown investment for neighborhood projects. ABSTRACT:In this article, power is studied in three dimensions: observable decision making, the mobilization of bias, and consciousness. These dimensions are then utilized to examine conflict in “Southie,” a white working‐class community in Boston, Massachusetts. Evidence is presented to demonstrate that social class is crucial in understanding the struggle between South Boston residents and blacks in nearby communities This finding is especially important because white residents favor a racial conceptualization of forced busing, affirmative action, and integration of public housing projects. The article concludes with an analysis of the consequences of racial and class perspectives for urban policy analysts. In this regard the impoverishment of urban economies and of black and white working‐ and lower‐classes is given special consideration.
