ABSTRACT:Urban theory is saturated with dual representations. Gemeinschaft and gesellschaft, rural and urban, and similarity and dissimilarity are three of the foundational dualities upon which urban theory has been built. By dividing the world into opposed, mutually exclusive, and yet linked phenomena, such dual thinking poses epistemological and political obstacles to more imaginative thought and action. The purpose of this paper is to portray the dualities of urban theory as they appear in discussions of postwar urban decline, explore the limitations of dual representations, and offer a few modest suggestions for how to temper, if not fully transcend, the presence of urban dualities.

In responding to the emerging imperatives of economic restructuring and racial transformation, federal, state, and local officials pursued a Jeffersonian notion of urban politics. ABSTRACT:This case study of a northside Chicago neighborhood examines local demographic and housing patterns, evolving neighborhood issues, cultural conflicts, and organizational developments in the context of post‐ World War II neighborhood research in the United States. ABSTRACT:This paper employs step wise multiple regression to test the effectiveness of combined city‐suburban school districts in increasing the willingness of families with children to choose central city locations. Over 5000 recent homebuyers in Hamilton County (Cincinnati), Ohio, and New Castle County (Wilmington), Delaware, were surveyed. New Castle County had combined city‐suburban school districts and families living there were expected to be more likely to choose the central city when all other relevant characteristics were controlled. Just the opposite occurred. Hamilton County buyers were more likely to choose the city, reflecting the greater variety of attractive middle income neighborhoods within the City of Cincinnati. It is suggested that efforts to attract middle income families to cities should focus on maintaining the quality of the older housing stock and on improving neighborhood business districts. ABSTRACT:Amid recent discussions of the shaping of economic development policies by urban governing regimes, little has been said about how these policies are made in cities which lack an effective governing coalition. This paper examines the planning of a major convention center expansion in Kansas City, Missouri, a city with a crumbling governing regime. That planning process does not conform to the work of Peterson or to Stone's model of regime policymaking where economic development policymaking is accomplished with ease. It conforms instead to a hyperpluralistic model wherein social production becomes a difficult and expensive proposition, requiring the building of a coalition on each issue anew. These findings may have broad relevance because many US cities appear to operate without effective governing coalitions.

ABSTRACT:This study of Florida cities, counties, and school districts shows that coping strategies adopted during periods of recession vary somewhat from those adopted following more permanent, statute imposed fiscal shortfalls. Expenditure reductions are far more common than revenue raising strategies. Across‐the‐board cuts are more popular than deep programmatic cuts or abolishments, reflecting the perception that cuts during a recession do not have to be as deep because the shortfalls are temporary. However, cities, counties, and school districts react differently to the same fiscal stimulus primarily because they differ in their functional responsibilities, revenue raising powers, and revenue reliance patterns.
