ABSTRACT:What causes urban decline andfiscal crises in American cities? Continued debate has genemted several theoretical explanations: bureaucratic ineffciency and corruption, product life cycle, manker‐oriented investment, and capital mobility. A case study analysis of a city in crisis reveals the processes of crisis formation and resolution and enables us to examine the utility of these models. ABSTRACT:The banks precipitated Cleveland's 1978 default for political reasons. Default, however, was not the result of a struggle between the capitalist class, led by finance capital, and a working class, led by populist Mayor Dennis Kucinich. Instead, each side represented class factions. Moreover, the power by the banks through their control over credit WBS limited. Kucinich's experiment in urban populism ended primarily because he failed to organize a broad coalition and made key errors in political strategy. In addition, the Cleveland example of banks blackmailing a city administration by threatening to withdraw credit is not broadly generalizable because most cities do not rely on banks for their lending needs. Those who are interested in progressive urban policies must focus more on the ways that economic constraints on city decisionmaking are filtered by political variables.

ABSTRACTIt is a commonly accepted, but rarely tested, hypothesis that economic recession is a major contributor to urban fiscal stress. Most of the evidence for the association is based on aggregate state‐local sector data, or makes no attempt to estimate the relationship statistically, or uses fiscal measures that capture only one ha&of a city's fiscal profile. In this study, the relationship between a city's economic health and fiscal condition is estimated statistically with a sample of 41 Virginia cities Over eight fiscal years. Unemployment level has a consistent negative impact on fiscal conditions as measured by a complex indicator of expenditures to needs, but not when fiscal conditions are measured by conventional fiscal indicators. change in unemployment was not significant, however, suggesting that structural unemployment plays a larger role than cyclical changes in fiscal differences between citie

ABSTRACT:This article models the production choice decision of local governments for the delivery of services to citizens. fie production choice decision depends on the demand by the local government for contracting out and the supply of external producers. Local governments trade off the potential cost savings of external production against diminished control of the service delivery process. Fiscal, political, and structural constraints affect the willingness of a local government to consider this tradeoff The model is estimated for eight local government services using data from a national sample of local governments. The services represent a cross‐section of those provided by local governments, including public works, recreational, and social services. ABSTRACT:For the past two decades industrial cities have pursued a wide range of programs to reinvigorate and revitalize their industrial and job base. These programs, however, have called into questions the form and extent of costs incurred and benefits accrued to various sectors within the community. Traditionally this process of reindustrialization has been evaluated on the basis of an analysis that attempts to compare the overall costs of the project with its exception benefit stream. This article re‐examines Detroit's Central Industrial Project, designed to ensure the construction of the new GM automotive plant, in order to demonstrate that reindustrialization programs require more careful analytical procedures than have customarily been applied to public sector investment decision making. The provision of reindustrialization goods, inherently dependent upon private sector behavior before they can generate social benefit streams, must be accompanied by careful programmatic mechanisms that ensure such a benefit stream. Without carefully assessing the conditions necessary to produce the benefits, the public sector runs the risk of allocating limited resources with little impact on the overall econom
