ABSTRACT:This paper argues that economic restructuring is best analyzed as potentially a two‐way relationship between global forces and local actors. The research and concepts in the literature on growth machines, governing coalitions, and urban regimes are central to that two‐way relationship, but the focus on political coalitions must be broadened. Two changes are proposed: (1) the focus on coalitions must be accompanied by analysis of the mobility of local capital and the degree to which governments can influence that mobility and (2) analysis of coalitions must include investigating the ability of coalitions to implement the policies they en

ABSTRACT:The suburban transformation, in which American suburbs have experienced rapid growth and physical restructuring, has been explained on the basis of economic factors. This study employs regime analysis to assess the role of politics in the restructuring of a suburban community in metropolitan Detroit. It examines the complex interactions between economic and political elites in the process of suburban transformation.

ABSTRACT:In January 1988, Chrysler Corporation announced it would close its Kenosha assembly plant. Community leaders and residents feared economic catastrophe, A year later, despite the social costs of the shutdown, many of the same leaders were proclaiming Kenosha a boomtown. This paper examines the uneven development in Kenosha and explores the ideological assumptions behind current initiatives as well as the social costs. Public policies of other communities facing similar problems are summarized. The authors suggest alternative strategies that might prove useful in the Kenosha case.

ABSTRACT:Using Mexico City as a case study, this paper examines the unique problems and constraints that contribute to urban fiscal and political crisis in cities in developing countries. The recent international debt crisis and Mexico's history of dependent development accelerated the fiscal insolvency of Mexico City and limited local capacity to generate new or alternative revenue sources. Metropolitan authorities have limited maneuvering room to address this problem due to limited revenues and to growing urban austerity protests. The paper explores contradictory relationships between urban fiscal and political crisis and links them on the local urban level to the national and international context of dependent development. The paper concludes that urban political reform emerges in the constrained policy space where authorities can agree about Mexico City's future and legitimize their rule at the same time.

In doing so, it argues that the sale of state‐owned dwellings has been one of the most significant achievements of the Thatcher administrations. ABSTRACT:Historic preservation is one way cities can stimulate the economies of lagging or distressed areas. Owners of commercial properties in historic districts enjoy federal and local tax incentives, grants, and loans, as well as protection of external facades in the district. If historic district designation is associated with price effects, there should be a significant price differential between commercial properties in designated and nondesignated areas. This paper reviews the extent to which designation makes a difference in revitalizing commercial investment in a minority commercial district in Atlanta, Georgia. Compared to a nondesignated commercial area, historic district designation appears to be effective in revitalizing commercial properties in terms of improving property values and, by inference, commercial activity.

ABSTRACT:The authors monitored road traffic noise and surveyed public attitudes in Riyadh, the most rapidly developing urban area in the Kingdom of Saudi Arabia. The specific aims of their study were to measure the levels of traffic noise along heavily traveled arterial roadways, to determine the attitudes of individuals exposed to traffic noise, and to determine the degree of association between noise and social attitudes. The feasibility of implementing a traffic noise control policy, based on the findings of the study, is discussed.
