ABSTRACT:Soon after Disneyland opened in 1955, architects and planners began to adapt elements of the Disneyland model to urban design projects. Few recent attempts to revitalize the core of central cities and almost no major suburban and outer city mall have escaped the Disney imprint. The Disney Company began offering its own urban planning and design services to cities. In Seattle, Disney consultants were engaged over a period of three decades in efforts to shape and reshape the city's civic center. This paper examines the protracted debate that occurred over the design and redesign of the civic center and the ultimate rejection of the Disney. Company plan. The author examines the values embedded in the Disney model and how these were identified and contested through community action.

ABSTRACT:Equity in the delivery of urban services traditionally has been evaluated by considering the quantities of the service provided to residents of different neighborhoods within the city. For services provided at specific locations, such as branch libraries, such an approach fails to incorporate the importance of travel to the facilities and the value placed on accessibility to them. This study examines service provision by 21 branch libraries in Indianapolis using input and output measures. The study evaluates the quantities of library services provided as well as the accessibility of neighborhood residents to them. The findings show clear tradeoffs between quantity and accessibility with different packages of benefits to residents in different parts of the city.

ABSTRACT:This paper examines the relationship between aging and spending change for cities in Oregon. There is evidence that high growth in the share of the 65 years and older population has a significant depressing effect on overall spending change. The overall negative effect on spending somewhat supports the “Gray Peril” hypothesis. Also, rates of change in police spending are predicted to be high where the proportion of the elderly population is high. Police protection is a service that is of great, but not exclusive, importance to older residents. ABSTRACT:This study involved an analysis of the movement of homesellers and the geographic pattern of home values in the Cleveland metropolitan area, taking into account the application of Sec. 1034 of the IRS Code. S 1034 allows homesellers to defer tax liability on capital gain realized through homeownership by purchasing another home of equal or greater value. The study concludes that in metropolitan areas where values increase in an outward direction, S. 1034 contributes to urban decline by encouraging outmigration and obstructing movement inward.

ABSTRACT:On June 30, 1992, the Baltimore Regional Council of Governments (BRCOG) was abolished. This paper endeavors to explain why it was killed. There are at least four reasons why a regional organization may cease to exist: the impact of national political decisions, the effects of the autonomy of local governments in metropolitan areas, the failure of regional organizations to adapt to changing times, and as a consequence of unique local political circumstances. The author found that BRCOG died because of local politics. He explores the factors that impede the development of strong regional governance structures in the United States.

ABSTRACT:In the past decade, Los Angeles has emerged as the single largest Chinese business center in the US. However, unlike the Chinese economies in New York and San Francisco which are concentrated in Chinatown, Chinese businesses in Los Angeles have formed multinuclear concentrations in suburban communities in the San Gabriel Valley. With an inflow of capital and entrepreneurs from the Chinese diaspora, the valley's economy has become an integral part of the Pacific Rim economy. The author analyzes the impact of Chinese ethnic economy on various communities in the San Gabriel Valley, focusing on the Chinese capital and investment activities in the Valley. The political responses of local residents and governments toward these activities are also discussed. Evidence shows that the local governments have tried to balance the development of American and Chinese businesses.
