This paper examines the effects of racial characteristics of central city schools on decisions by individual white and black families with children to move to the suburbs. The extent to which these variables are dependent on the level of total family income is also considered, as well as the effect of income itself. The school characteristics are changes in segregation of central city schools, terminal level of segregation and percent black in the school district. Using logit analysis, terminal level of segregation seems to be more important than either of the other school variables. It appears that whites flow away from relatively desegregated school systems, while blacks are much less likely to move away from them, regardless of income. When the system is relatively segregated, the reverse pattern is observed.

This paper reports the results of a survey of citizen attitudes toward growth, and the quality of life in an expanding Sunbelt community. We find considerable continuity in our results with those of earlier research on “community satisfaction” in more stable metropolitan areas. A t the same time there are unusual findings here—in particular regarding how evaluations of certain kinds of local public services and of public sector efforts to control growth—influence perceptions of quality of life. These and other results in the paper suggest directions for future research on Sunbelt communities. They point, as well, to the importance of both population and community dynamics and local political reactions to such changes for a general understanding of perceptions of quality

Gentrification of our older cities results in a stream of costs and benefits for these cities and their residents. One of the major assumptions by city officials is that genlrification can help lead their cities back to fiscal health by directly and indirectly increasing the tax base as affluent newcomers enter urban markets. Whether new tax flows resulting from gentrification are sufficient to offset any increased demand for city expenditures by the newcomers is the central research question in this paper. The utilization of such revenue flows is also examined.

Policy scientists have long recognized that economic institutions located far from cities can manipulate resources to affect local policies and politics. Too often, however, these same students have failed to consider the implications of these same actors' control over the production and manipulation of information used to affect economic and political issues.This article assesses the current balance of control over information between cities and the economic and political institutions city officials must deal with to plan for the future of their communities. After detailing the declining ability of cities to control their own information environment and the factors leading to this state of affairs, a series of recommendations is proposed to help local decision makers regain control over their local economic space.

This study examines the role of residential satisfaction and expectations as determinants of neighborhood revitalization in a working class neighborhood. An extensive set of background and social‐psychological factors are identified, and their effects on housing renovation and the wish to move are assessed. The findings suggest that renovation is a more complex activity than often portrayed with neither the objective characteristics of the neighborhood or the residents adequate as explanations for explaining revitalization. Only when combined with subjective indicators do they provide reliable guides for policy decision

Urban research traditionally has explained local government boundary changes as the result of broad demographic and structural characteristics of cities, and has assessed the impact of local government organization in terms of community benefits. This paper argues for expanding this dominant model to include private interests. A typology of actors and benefits is developed and is then applied to the case study literature to demonstrate the gains available from annexation, consolidation, and incorporation. The paper concludes with suggest ions for a broader approach to analyzing local government boundary changes.
