ABSTRACT:Many American cities have their own municipal power systems, but none has had to withstand the kind of sustained and often bitter struggle over its existence as Cleveland. After reviewing the debate over municipal power in a number of US cities, the authors trace the conflict between public and private power systems in Cleveland over the past 90 years. The economic, legal, and political aspects of public v. private municipal power are reviewed and analyzed. The authors suggest that the Cleveland experience may provide guidance to other cities currently considering the establishment of their own municipal power systems.

ABSTRACT:Spatial planning has played a role in third world development since the 1960s. During most of the 1970s, the dominant spatial development strategy was drawn from growth pole and growth centers theory. By the end of the decade, agropolitan development concepts, such as USAID's integrated rural development strategy, became influential. In the last several years, small and midsized cities or market centers have become the focus of attention. This paper reviews the spatial systems logic drawn upon to legitimize each of these strategies. It is argued that development models based on the hypothetical relationships posited to exist in a mature capitalist urban economic system are inappropriate in most third world countries.

ABSTRACT:Local development policy in France for much of the postwar era was dominated by the central state. Major initiatives were mounted which bypassed the local elected officials. From the 1970s, locally based development initiatives increased in number while centralized regional policy initiatives atrophied. The decentralization program of the 1980s increased local governments' economic powers while trying to rationalize them. Local efforts broke through the restrictions. Since the late 1980s, the central state has been trying to reintegrate local development initiatives into national economic policy. Capital mobility has intensified interurban competition for development in France, yet the role of the central state and the position of a powerful local elected elite integrated into national politics give French local development politics a different character from that found in North America.

ABSTRACT:This study examines the degree to which citizen perceptions of the need for government reform and economic development relate to their support for city‐county consolidation. Findings from a study of residents in the Roanoke Valley of Virginia, a metropolitan area that attempted merger in 1991, indicate that attitudinal dimensions of reform and economic development are more efficacious in predicting support for, or opposition to, consolidation than either locational or sociodemographic factors. The authors conclude that economic development, as a consolidation issue, may play a dual role in merger outcomes, increasing support of those who do not favor reform but desire growth and diminishing support of reformers who oppose growt

ABSTRACT:Are citizens in predominantly black neighborhoods or communities better off with public services provided by a consolidated government where blacks are in the minority than when they control municipal government in an autonomous suburban setting? This paper reports using a comparison group design to investigate four hypotheses: that blacks in predominantly black suburbs in a fragmented environment (1) enjoy more services, (2) evidence lower dissatisfaction with services, (3) are less disaffected, and (4) participate more than minorities in a consolidated government. Contrary to public choice expectations, the findings indicate substantial evidence for traditional reformers' beliefs in the advantages of consolidated government.
