摘要:
The causes of urban decline and urban development have been much discussed. Seldom, however, have systematic efforts been made to codify causes and assess their relative importance. This paper helps move in that direction by listing 40 theories of urban decline (or conversely urban development). The theories are based on a review of a range of literature and are presented here as propositions. Elsewhere we are testing their relative importance.

Determining which cities are distressed and designing allocation systems for grant‐in‐aid programs to assist needy places are important issues in domestic policymaking. The authors present the view that techniques for measuring distress are primarily a task for analysis, while decisions on allocation issues are essentially political.The article examines grant a/location systems and makes an important distinction between the eligibility criteria for grant assistance and the formula factors used to determine how much money a community will receive. The point stressed is that, unless eligibility is based on need, the targeting effects of the formula itself may be diluted. Several approaches to establishing eligibility criteria based on need and having more targeted formulas are discussed.The authors also present several approaches to measuring community distress‐socioeconomic distress, physical decay, and economic development. There is a general convergence in the findings; that is, the distressed communities tend to be the same, regardless of which standard of distress is

This paper reviews the problem of housing abandonment and discusses local government responses to this issue. New York City is used as a case study because of its large number of abandoned buildings and its varied policies. A framework was developed to examine neighborhood change in terms of three dimensions: physical, social, and perceptual conditions. This approach will allow for studies to evaluate the impacts of public policies on housing abandonment and its people, thus enabling the selection of relevant and proven interventions. Such research may also facilitate local government efforts to develop policies toward preventing housing abandonment before it occurs.

One way researchers can help cost cutters is to clarify the values that are at stake in retrenchment, assuming that in most municipalities spending will continue to grow unless the values that sustain it are weakened. This essay is a start in the direction of systematically identifying values used as resources to defend current spending practices and to challenge them. The several values listed here have been used in the contest over municipal spending in the Milwaukee area.
