ABSTRACT:The urban underclass has gained considerable currency as a concept to describe the changing face of poverty in the United States. Locating the urban underclass within the theoretical framework of citizenship and social class, this paper broadens conceptualizations of the urban underclass to allow a comparative analysis. Using the conceptualization developed, the author analyzes the role of housing in the social and spatial segregation and isolation that have been the hallmarks of the urban underclass in the United States, as well as in the Netherlands, Germany, and England. After comparing the divergent housing policies in the three European countries, the author examines local‐level data in one old industrial city in each country. While there is some spatial concentration of poor and minority populations, the neighborhoods in question remain ethnically heterogeneous and do not lack social institutions. ABSTRACT:Many policy analysts have cautioned against public spending for professional and amateur sports. Within the last year, numerous cities have received demands from major and minor league teams for investments. These investments by the public sector can involve hundreds of millions of dollars and are usually defended by the economic impact of the facilities or teams and the economic development and revitalization which will follow. Indianapolis formulated an economic development strategy which relied substantially on sports. In addition, its development policies did not involve one team or facility, but a series of investments. As a result, the policies followed in Indianapolis afford an opportunity to measure the ability of sport facilities to encourage other investments and enhance economic development. The results reported here indicate that a sports strategy, even one as pronounced and as articulated as that of Indianapolis, is likely to have an inconsequential impact on development and economic growth.

ABSTRACT:This paper presents results from a survey of residents of a self‐managed mutual housing association for older people. Specifically, it explores the relationship between residents' actual level of participation in the management and ownership of low income housing and their perceptions of control and ownership over their living environment. The model of mutual housing studied here appears to contribute to overall high levels of perceived control over decision making and moderately strong feelings of ownership. However, results suggest that these experiences are influenced by a number of factors in addition to direct participation. In particular, the quality of relations with resident leaders, satisfaction with the social and physical environment, and gender differences all significantly affect perceptions of control and ownership. This analysis suggests that researchers, policy makers, and program administrators must pay careful attention to the influence of social dynamics in a residential community and overall housing quality when evaluating the effectiveness of resident‐controlled housing progr

ABSTRACT:It has been argued that when most urban dwellers build private social networks they still fail to participate in public life. This has led to increased urban political paralysis and more socially isolated individuals. The authors test this hypothesis in a survey of middle class condominium residents in the Tel Aviv metropolitan area. The survey area is a low‐moderate rise, high‐density urban system with a majority of residents living in owner occupied apartments and with 38% of the working population getting to their jobs by public transportation. Data analysis indicates that the hypothesis fails to hold. Central city and suburban residents still make considerable use of the downtown area.
