Using data from a random national sample of nearly 1,000 members of city councils, the authors analyze racial differences in the perceptions that city council members have of which groups supported them in their election campaigns. On the whole, racial differences in these perceptions were few. Black incumbent council members receive more support than black non‐incumbents, but even members of the latter group perceive a similar amount of group support as do white council candidates. The issue of resident participation in community organizations has come full circle in the literature. Once considered an integral aspect of decision making within community groups, participation is viewed increasingly as a problem to he overcome rather than as a value to he pursued. This study examines thirty‐two neighborhood‐based development corporations throughout the United States in order to assess the emerging consensus that resident participation is simply not a feasible concept in a bureaucratic society. The findings indicate that resident input has a limited but crucial role in the decision‐making processes of even the most highly professionalized community organizations. The conclusions suggest that postreform commitments to participatory politics are more ingrained among community elites than recent studies indicate and that participation and professionalization are not necessarily mutually exclusive con

Studies of state aid targeting to urban needs by Morgan and England (1984), Stein (1981), and Dye and Hurley (1978) have focused on aggregate stale aid to cities. This paper examines the relative responsiveness of a functional category of state aid, highway aid to cities. Analysis of state residual highway aid over a 21‐year period shows that (1) highway aid was generally not targeted to needs in a pre‐urban crisis period, (2) somewhat better targeting of highway aid followed the peak of the urban crisis, and (3) residual highway aid was more influenced by fiscal rather than socioeconomic or physical needs in cities in the latter period. This analysis of functional state aid supports earlier work on state aid targeting in urban areas. In spite of high mobility, the neighborhood continues to influence the lives of urban dwellers. Higher status residents of Cleveland and its suburbs were more satisfied with various characteristics of their neighborhoods than those of lower status. Gentrification—the movement of middle income households into low income neighborhoods, subsequently displacing existing residents and upgrading the housing stock—is a relatively insignificant phenomenon when assessed against its overall contribution to housing choice and neighborhood change in the United States. Despite this, it has received a great deal of media attention, been touted by elected officials and scrutinized by academics.
