ABSTRACT:Regime theory starts with the proposition that governing capacity is not easily captured through the electoral process. Governing capacity is created and maintained by bringing together coalition partners with appropriate resources, nongovernmental as well as governmental. If a governing coalition is to be viable, it must be able to mobilize resources commensurate with its main policy agenda. The author uses this reasoning as the foundation/or comparing regimes by the nature and difficulty of the government tasks they undertake and the level and kind of resources required for these tasks. Political leadership, he argues, is a creative exercise of political choice, involving the ability to craft arrangements through which resources can be mobilized, thus enabling a community to accomplish difficult and nonroutine goals.

ABSTRACT:The growth machine perspective is reviewed in light of various critiques of urban political economy as being overdeterministic, ignoring cultural issues, place diversity, and environmental crises. The author shows how growth machines are anchored in local systems of elite sociability, ideological conceptions, and local problem solving. He stresses the role of professional consultants in generating consistencies across places that can mistakenly be taken as evidence of economic necessity. The traditional US urban situation is contrasted with certain other industrial socities and with emerging trends in various southern California locations to show how local and national politics matter in determining the strength and mode of growth machine dynamics. He examines the links between growth machine politics and impacts on the physical environment and the creation of environmental movements. The interaction of agency and structure is specified, drawing upon structuration theory.

ABSTRACT:Urban political economy has been prone to two errors: overgeneralizing to abstract theory and overemphasizing the role of economic interests. Drawing on postmodern philosophy, the author examines these two errors, which he labels economism, and suggests a more concrete culturally rooted approach to urban political economy. The author develops his argument through a critique of the conventional concept of urban economic restructuring. Far from being a unified global process, urban economic restructuring is, in fact, highly fragmented and rooted in particular political and cultural relations. Geographically rooted political and cultural loyalties are not drags on economic growth but are essential, the author argues, for a well‐functioning economy. ABSTRACT:This paper argues that local land use planning needs to take its share of responsibility for social change in the community. Implicit in granting zoning powers to municipalities by the individual states is a mandate to use those powers in a socially responsible way. In those situations in which communities do not do so, many states are stepping in and responding to the needs of a growing constituency of people who feel that local land use planning is violating, not protecting, their rights to live in the community. Using child care as an example, this paper explores the growing use of state preemption of local control to achieve a socioland use purpose.

ABSTRACT:This paper presents an empirical examination of the mechanisms by which cities attempt to increase citizen participation in municipal government. The incidence of four types of citizen mechanisms, open government, information gathering, neighborhood environment, and coproduction, is assessed in US cities of population greater than 100,000. Patterns of citizen participation are probed and an overall ranking of cities in terms of the participative environment they foster is developed. The existence of a participative environment is found to be associated with city efforts to attract or retain middle class residents. The theoretical meaning of this relation is explored.
