We have reanalyzed the data from the recently publishedFinal Reportof the Cooperative Industry Program on General Apparel Flammability 11979). Working with a human-sized manikin (Thermo-Man) fitted with 122 temperature sensors, this research program expanded the knowledge of previously established differences in the flammability characteristics of 42 fabric types made into a selection of 12 possible garment styles. Potential for thermal injury from garments made from cotton or cotton-synthetic blends (high flammability garments) was influenced most by type or style of garment; the potential in garments made from wool and‘ or most synthetics (low flammability garments) was influenced primarily by the diminished capacity of these fabrics to ignite and burn, rather than by the specific garment style. Since the possibility for new legislative action pertaining to garment-related (thermal injuries appears to be limited and flame-retardant chemical development and application are slow, the importance of eliciting more public interest in the problem and more public demand for safer clothing is obvious.

Fire and burn injury control activities across the nation are relatively undeveloped, necessitating that the public be educated about the causes of burn injuries and measures to prevent them. To curb the growing incidence of bums in Alabama, the burn team of The Children's Hospital assessed the problem, gathered data, and implemented a state-wide burn prevention program. This article discusses the guidelines, which include assessment of the local problem, selecting and carrying out measures of prevention, data collection, technical assistance, and-public information.

The Education Development Center, Shriners Bums Institute, and Massachusetts General Hospital documented fire and burn injury contrql needs in nine states across the country. Visits to the states, data collection, and a literature review led to four major findings: (1) states do not perceive burn injuries to be a major problem; 12) there is a lack of injury control programs; (3) activities conducted by agencies at the state and federal levels are uncoordinated; and (4) states lack data on the extent of the fire and burn injury problem.To address these needs, the State Guidelines Project developed model operational guidelines to assist states and local agencies to conduct fire and bum injury control programs, including strategies for the design of data collection systems; the selection arid/or development of countermeasures such as public education, legislation, and technological change; and program implementation and evaluation.

Prevention of fires and other activities that cause burn injury, especially to children, is an area of concern to many people. This is especially true of those who deal directly with the victims of such occurrences namely, members of fire departments and those who deal with postburn injury in hospitals and burn facilities.Since December 1975, the Fire Prevention Bureau of the Chicago Fire Department anil the Cook County Hospital Burn Center have joined forces to develop and present fire and burn prevention education programs to the existing school systems and to parent-teacher and community groups. A brief history of team development, program selection, implementation, and evaluation follows. The response to this team approach strongly indicates an improved sense of public awareness and an interest in the need for fire and burn safety education.

Between 40% and 60% of all incendiary fires are set by juveniles. These youthful firesetters fall into one of of three categories: curious children who simply need education; troubled children who need counseling by mental health professionals; and seriously disturbed children who need the attention of a psychologist of psychiatrist.Fire department personnel can be trained to deal with juvenile firesetters who need to be educated on the dangers of fire. A pilot program developed by the Los Angeles County Fire Department is described. Also described is a program of the San Francisco Fire Department that pairs firefighter volunteers with troubled children needing a lather image, and a program“ for convicted juvenile firesetters run by the Upper Arlington (Ohio) Fire Department.

Person is one of America's costliest times. According to findings of US Fire Administration, the national loss due directly to arson is intimated at $1.3 billion per year. This re does not include the underminanahle costs to the community, such as increased insurance precums, increased taxes, erosion of the tax base, loss of jobs and business Menues, and permanent loss of community landmarks and historic stictures.Although federally assisted, arson prevention and control programs remain the responsibility of local agencies. Coordination among the fire nice, police, prosecutors, insurence and banking representatives. municipal officials, and community groups is essential to resolve this issue. Appropriate inteivention can be developed through accumulating md analyzing data about the fire-afetter and his needs; establishing early warning systems, task force planning, and arson prevention and detection programs; providing successful prosecution; and especially making an effort to focus on the juvenile firesetter and to respond with greater understanding to the needs expressed by these children early in life.

Morbidity and mortality from burn injury are a significant problem in the preschool age group, which makes up only 7% of the population but accounts for 17% of fire deaths. Learning characteristics of the preschool child require modified teaching techniques if the fire safety message is to be learned and retained. The Children's Television Workshop, producer of the television program “Sesame Street,” has been the leader in developing a program specifically planned for this age group. Some of the important learning tools developed for the program and for the adjunct community education program plan are presented here.
