AbstractWhilst there is general agreement that technology assessment (TA) is necessary in policy-making, there is little recognition that the process should be more democratic. TA with public participation would have a twofold function: to organise knowledge on the possible impacts of technological processes and to stimulate, and make more rational, society's discourse on technological development. The difficulties of TA with public participation will only be surpassed by the difficulties without it.

AbstractBiotechnology is one of three ‘strategic’ areas of high technology currently being promoted by the Canadian federal government. This paper outlines and evaluates the various policy initiatives used by the Canadian federal government to assist the development of commercial biotechnology. It argues that the unique economic situation of Canada has made a targeted policy approach more necessary and possibly more successful in relative terms than in other nations.

AbstractHigh value-added technologies traded in the international marketplace are predominantly located at the two ends of a spectrum of complexity. They are either simple or very complex. The factors which make these two sets of technologies distinct suggest that quite different governmental policies are needed if the USA is to enjoy the trade/economic benefits of both kinds of technologies. Some policy implications are identified.

AbstractGeneral problems encountered in delineating defence from civil R&D, and R&D expenditure from closely-related activities are discussed. The statistics with regard to UK defence R&D are confusing, with the MoD and industry providing substantially different figures for the extent of MoD support of R&D. This paper tentatively quantifies the effect of some of the factors involved in this discrepancy. More transparency and debate is required about how defence R&D statistics are produced and used.

AbstractThe assumption that research and successful commercialisation are normally co-located is a precarious one. Often the benefits from research arise in some different part of the world. The linear model is misleading in this respect. A better model, also simple enough for effective use in the political sphere, would be an interactive one: “the father and mother of innovation are research and commercialisation”.
