AbstractThe interface between science and technology is investigated by examining some important and neglected patterns of interaction. Some specific policy issues emerge about interdisciplinary research, interactions between scientists and technologists, the role of private industry, and the transfer of findings to other points on the interface. This inevitably raises the question of economics. The wrong set of economic policies can guarantee the failure of any specific set of S&T policies, no matter how ingeniously conceived.

This essay introduces the concept of core capabilities which mould organizational capabilities. AbstractIn the light of the SPRU tradition and the promises of evolutionary theories, this outlines some promising directions for an on-going research programme. These include the scientific status of evolutionary models themselves, and the processes of co-evolution between a techno-economic domain and the institutions which influence the generation and diffusion of technical knowledge. The normative consequences are considered in terms of technological, industrial and broader macroeconomic policies.

AbstractWhat are the determinants of differences in the rate of innovation amongst companies and countries? This is a yawning gap in our knowledge. Recent research into the technological strategies of the world's leading companies shows that home countries matter, if only because the overwhelming proportion of their technological activities are located there. Standard general recipes about strategy are not very useful, since they neglect the heavily constraining influence of each company's size and principal product market. Companies' internal organisation and criteria for allocating resources matter greatly for their technological strategies, but governments matter less.

AbstractUsing Argentina as an example, the universal validity of the neo-classical growth theory is refuted on the grounds that firms, markets and institutions behave differently in different environments. In a situation of shifting international technological frontiers undermining a country's competitive advantage, should the government admit to a gradual decline in its relative position or try to induce an industrial restructuring process? The latter option may well lead to deep negative welfare effects.

AbstractA new techno-paradigm is emerging in technological organisation.
