AbstractThere is a growing appreciation that, in today's world, science and technology are the only means to maintain and enhance our living standards. Although science is the rationality underlying any technology, of particular interest for policy analysis is the emergence of technology as a strategic variable for shaping the future of mankind all over the world. Therefore, technology-based national socio-economic development planning is considered essential to ensure the survival of the teeming millions in developing countries.Efforts in this direction by many developing nations remain problematic. This paper attempts to review the myriad problems existing in those countries (page 199), present some clarifications on a few important but often misunderstood issues (page 203), and offers some indications of strategic considerations for the formulation and implementation of science and technology policies in the developing countries (page 209).

AbstractIt is a truism that the ever-increasing application of technology has led to considerable advancement of economic activities in the industrialized countries. Even the developing countries have now recognized the role of technology as a strategic variable for economic progress, and hence have initiated deliberate actions for integration of technological considerations into their national development planning process.However, such desired integration still remains problematic. One of the persistent problems may be the fact that economic planners have been and are still treating technology as an exogenous variable, conveniently viewed as a black-box. The purpose of this paper is to open up this black-box in such a way as to lay the foundation for complementary techno-economic policy analysis. The conceptual framework presented in this paper is applied in case studies presented in subsequent papers of this special issue of the journal.

AbstractInterest in evaluating the technological characteristics of transformation facilities of national production systems appears to have intensified in many developing countries. However, currently available measures for this purpose have a drawback because they do not focus explicit attention on technological aspects.This paper proposes a technometric model (page 232) that can be used to evaluate a transformation facility from a technological viewpoint The model is illustrated through a case study (page 237) using examples from integrated iron, and steel plants in India and Japan. A possible extension of this micro level model for industry level analysis is also outlined (page 244). Policy implications with regard to the use of the proposed model are also discussed (page 246).

AbstractAn approach for measuring technology at industry level is proposed consisting of: estimation of the contribution of technology; import dependency of inputs; export competitiveness of outputs; process, product and application innovations; and strength of the life chain of the components of technology. The methodology is applied to measure the status of steel technology in India and Japan. Policy interventions needed for improving the status have then been derived.
