AbstractProcesses associated with the globalisation of R&D are considered. Wider issues relating to research internationalisation are analysed, including changes in the macro research and technological environment and the growth of inter-organisational research collaboration. Other organisational changes are also considered in relation to research location and structure, before concluding with assessing the implications of these changes for strategic planning and policy-making.

AbstractThere are a number of factors, including internationalisation, which have stimulated the need to increase the level and quality of strategic decision-making in S&T. Foresight is seen as a valuable instrument in decisions concerning the willingness to choose, to set priority areas of research, to organise and structure the S&T system and to aim at international co-operation.

AbstractThis paper addresses a number of issues surrounding the emergence, durability and importance of one form of strategic partnering activity — inter-firm co-operative agreements in research and development. These partnerships are distinguished from more traditional forms of joint venture and licensing arrangements by three main characteristics: a focus on knowledge production and sharing as opposed to a one-way transfer of technology — where knowledge is understood to include research and development, as well as design, engineering, marketing and management capabilities; their contractual nature with frequently little or no equity involvement by the participants; and a tendency to enter into such partnerships as part of the longer term planning activity of the firm rather than as an opportunistic response to short-term financial gain.

AbstractStrategic partnerships and alliances perhaps represent the greatest need but also the greatest challenge for SMEs and small countries, both in deciding which directions they wish to go in and finding suitable and willing partners. Here the strategic options are defined for firms and states as widely as possible. These issues are examined in the Irish context and the importance emphasised of an integrated, coherent, innovation-led approach to the overall management of the internationalisation process.

AbstractDespite early internationalisation of Swedish industry, the R&D function remained largely at home. During the 1970s this began to change, mostly through expansion by acquisition and adapting to changing market conditions. In all likelihood R&D will become more international and it is probable that it will be located in countries which combine a good industrial and technological climate with favourable living conditions.

AbstractUsing the Small Business Innovation Research Program database, a survey was conducted to, examine the use of networks in small high technology firms in the state of Maryland. Small firms appear to be playing an important role in carrying out R&D, and in doing so have made use of both technology and non-technology networks.
