AbstractUnesco has multiple missions with action-oriented responsibilities in cultural enterprise, the development of mass communication in the less industrialized world, the spreading of literacy and education, and the encouragement of the natural, engineering and social sciences at university level and beyond.Because of disputes among its 161 member states during the 1980s concerning Unesco's role in promoting mass communication in the developing world, its management came under attack by the ‘Group of 24’—mainly the western industrial democracies. Three countries (the United States, the United Kingdom and Singapore) left Unesco by 1986, “about the time that many developing nations were beginning to integrate science policy in national planning”.1The resulting diminished budget seriously affected programme operations. What has happened since then to the ‘science’ in the organization's name?

AbstractThe oil crisis of 1973 provided both a challenge and an opportunity f or developing countries, but there is evidence that they did not make the most of the possibilities. Policies are required that take account of the economic duality (traditional and modern) and the embryonic state of the technological array in these countries; take full advantage of minor innovations; clearly define the role of energy producers; and induce producers to develop domestic technological capabilities.

AbstractAddressing the need for a comprehensive, system-oriented understanding of US technical laboratories the authors set out to develop and test a new typology for the analysis of the R&D laboratory community. The environmental context taxonomy gives the analyst an insight into actual variations among R&D labs as well as the effects of particular forces on this structure and behavior. As a result a number of new laboratory types were identified.

AbstractThis paper1is concerned with the process of innovation in scientific instruments. It begins by describing several features of the innovation process which are specific to the scientific instruments industry. These include the dominant influence of users, the location of many inventive users in academic and government laboratories, and the important role of small ‘specialised supplier’ companies in the industry.There follows a discussion of policy options for promoting innovation in scientific instruments, drawing extensively but not exclusively on experience in the United Kingdom and the United States. Proposals are then put forward for policies which might be considered for adoption in Australia.
