AbstractThe legacy of environmental degradation left by the fall of communism throughout the former USSR is immense. While economic development is a precursor for environmental rehabilitation and protection throughout the CIS, indigenous growth and inward investment are in many cases restricted by environmental degradation. Brendan Barrett, Robert Campbell and Ewa Spohn offer an overview of the environmental conditions in the CIS. They provide guidelines for potential western investors and conclude that although investors may be attracted by apparently lenient enforcement of environmental standards, they should operate to the same standards as they would in any other country.

However, as national governments focus almost exclusively on restoring economic growth, the role of local government in delivering sustainable development is made even more important.
