AbstractPackaging has been a major campaign issue for the environmental movement for more than 20 years. A draft EC Directive on Packaging Waste attempts to reconcile the principles of reduce, reuse and recycle with those of the Single Market. So far there has been little sign of consensus. Europen ‐ the European Organisation for Packaging and the Environment ‐ gives the Commission's proposal a qualified welcome, but warns that too inflexible an approach would be environmentally counterproduct

AbstractRecent developments in Irish environmental policy have paved the way for the establishment of an environmental agency to monitor environmental quality and enforce regulations. Irish proposals for an agency for integrated pollution monitoring and control are very much in keeping with current EC thinking as outlined in the Fifth Environmental Action Programme and by the proposed European Environment Agency. P J Geraghty examines the new Irish legislation and outlines some of the reactions that it has drawn.
