Voter turnout in the United States is much lower than in almost all other democratic countries. This has been interpreted as a symptom of popular alienation from the political system, suspicion of politicians, and pessimism about the consequences of political activity. When these perspectives are measured directly, however, it is clear that Americans score very low on almost every item. Indeed, there is no relationship between political con‐ tentment and turnout. Turnout does not reflect international variations in acceptance of politicians or the political system. Rather, it responds to variations in the bureaucratic steps required to cast a ballot. Racial minorities, the poor, the less educated and the young are the groups least likely to be registered and most likely to be under‐represented in voting. The potential payoff from participation in local elections is great: voting is their only real avenue of influence and municipal office holders are more directly responsive to voters than are federal officials. The success enjoyed by blacks in Chicago during the 1980s demonstrates what can be accomplished with high levels of registration and turnout. Yet the barriers to a continuingly high turnout are formidable. An analysis prepared for the Chicago Urban League by social scientists specifies the areas in need of expanded registration efforts, the type of problems likely to be en‐ countered, and the mobilizing tactics most likely to be successful. The problem of turnout and the differential impact of race and class has real‐life consequences. The Committee for the Study of the American Electorate, an organiza‐ tion concerned with the involvement of citizens in politics, with a grant from the Ford Foundation, has collected the largest inventory of registra‐ tion laws and electoral provisions from the fifty states. It has incorporated these into an analysis designed to compare the relative impact of individual requirements, and sets of provisions, on turnout intended to determine the projected increase in voter participation if different strategies were adopted. The electoral changes addressed include door‐to‐door registration, driver's license registration, the elimination of purging from the rolls for non‐voting, election day registration and mail registration. The data pool and analysis may be the most thorough of its kind ever attempted and ones that can serve as the basis for the future comparative research. The analysis finds that election day registration and a liberalized deputy registration program in combination with restrictions on dropping non‐voters from the rolls would have the most immediate impact on turnout.
