Ideology and policy research are intertwined in many ways; an example is Murray's Losing Ground which uses “science” to justify racial, sexual, and class discrimination. Murray is utterly faithful to the neoconservative version of how liberalism went wrong in the 1960s. He says an intellectual elite shifted the blame for poverty, crime and low achievement to “the system” destroying individual responsibility. But his argument is not supported by evidence. Data are bent tofit foregone conclusions. He argues that more people are becoming dependent on government support, but his method of counting who receives assistance is a fiction. Comparable worth, the lkivil rights issue of the eighties, is based on the notion that women in traditional female occupations such as nursing make, on average, wages 20 percent lower than men In traditionally male occupations such as truck drivers despite the fact that both jobs are of equal value to the employer. The question is who will bear the cost; employers who implement comparable worth will bear the cost, but if pay inequities continue, women will. The cost can be mitigated if comparable worth is implemented incrementally. The problem cannot be solved by women shifting to male dominated occupations, for that would cost more than comparable worth. Comparable worth would help the women who work full time but are still below poverty and, while it would cost employers, taxpayers would realize a savings of $186 million. If the employer is a public agency, the taxpayer burden remains constant.

Success in implementing the Central Industrial Park project required clearing a 500‐acre site for a new General Motors assembly plant, at a public sector cost of more than $200 million, in less than two years, to meet a deadline set by the corporation; clearance involved relocation of 3.500 people and more than 100 businesses, and demolition of 1,500 structures. Despite the complexity of the project and the need for approvals from multiple decision makers at the local, state, and national level, timely implementation was possible because of consensus on the project and i t s importance, formulation of special organizational structures and procedures, the actions and influence of the mayor and his development director as I'fixers, and redefinition and expansion of the statutory authority of officials responsible for project implementation. The crisis atmosphere in which project decisions were made, a consequence of corporate deadlines and the city's desperate economic situation, was essential to the effective combination of these forces. The price for success was steep, however, including higher acquisition and relocation costs, reduction of property tax revenues from the project to minimal levels for 30 years, and transfer of control over the formation and implementation of economic development policy to the private secto

Several studies have shown that suburban residents favor growth controls. It is usually argued that high‐status residents and those living in growing comniunities want limited growth. This paper examines an alternative perspective; support for growth limits broadly found among individuals who perceive community problems. Specific reasons for wanting limited growth, however, vary in importance among different social group. These hypotheses are confirmed by 1,009 Orange County, California residents. Support for growth limits is strongest among those who perceive rapid growth, are dissatisfied with c i t y government, and perceive service problems. Environniental reasoris for wanting limited growth are mentioned most frequently. These concerns are especially noted by the high‐status residents and nonfiscal conservatives. Economic reasons for limited growth are stated by a large minority, and are especially of interest to the lowstatus residents and fiscal conservatives. This paper examines the use of financial incentives to industry to promote urban economic development. It describes the types of incentives offered and sumniarizes the research on the effects of these incentives on firm location. It then examines and contrasts the costs and benefits of incentives to various political jurisaictions—municipality, state and nation. Finally, it aadresses the question of whether incentives, as currently designed, can solve urban unemployment and income problems. It considers the types and intrastate locational preferences of inciustries typically sttracted by incentives and concludes that current incentives may be of limitea effectiveness in promoting urban development. This paper analyzes three issues in the economics of earthquake hazard mitigation policy. First, the economic rationale for the public role in mitigation policy is advanced. Second, an efficient level of mitigation is specified. And third, the deficiencies of current measures of losses are examined. Proper measures of losses are identified and the need for a regional economic model is developed. Unless losses can be properly measured it will be impossible to develop an efficient mitigation program for earthquake hazards.

Using arisk analysis and evaluation approach, the authors estimate losses from nine major natural hazards in the United States. The data show that these probable losses exceed those of many other national social problems, including fire and crime. The article also examines geographic and social distributions of estimated losses. States in the upper quartile of hazard exposure are likely to account for 50 percent of the increase in dollar losses over the next 30 years. Consistent with prior research, the most dependent segments of the population (poor, elderly, non‐white) will proportionately suffer the most.
