ABSTRACT*The Swedish welfare system was developed in an incremental fashion in an interaction between the state and a range of voluntary organizations. Consequently, Swedish voluntary organizations do not quite fit accepted typologies, with regard to underlying normative principles, fields of activity and organizational forms. The absolute size of the Swedish nonprofit sector is comparable with that of other European countries. However, the bulk of its activity is within policy formulation, rather than service provision; concepts of membership and popular movement are central, and charitable organizations are marginal. The spread of existing organizational forms is reviewed, with particular reference to the role of cooperatives. New cooperative users' and producers' organizations play an important role in the current expansion of third‐sector organizations providing welfare services. ABSTRACT**:Corporate contributions to charity, like advertising expenditures, may have a long‐term effect on a firm's image and profits. Recent examples of corporate giving show that many gifts are made in the ‘enlightened self‐interest’ of the donor. One way to view corporate giving is as a managerial tool that affects the firm's profits. This paper examines charitable spending, where firms treat goodwill expenditures in both the product and factor markets as strategic variables. Contributions may be enhanced or impaired by contributions made by other firms. The model allows firms to make decisions about corporate giving that are cooperative or noncooperative, where efficiency is gained through cooperation. Market conditions determine whether cooperation is sustainable. As the time horizon lengthens, the discount factor of future earnings rises, or the level of industry cooperation rises, and firms are more likely to cooperate in charitable

ABSTRACT*It has became fashionable to recommend ‘marketing’ to any public sector organization in financial difficulties or suffering from an image problem. Yet there are important tensions between the culture of marketing, derived mainly from Anglo‐Saxon models of manufacturing management, and the ethos and practice of public service management. We build upon Senge's model of a learning organization to question whether the use of conventional marketing approaches can be an aid to the most ambitious forms of organizational learning. A new public marketing is proposed which locates the concepts and techniques of marketing strategy within a learning model which makes explicit the political values and processes of public sector agencies. ABSTRACT**A comparison of the essential characteristics of public and private enterprise against the background of agency theory shows that archetypal public enterprise is not an enterprise in the generally accepted legal and economic senses of that expression. If it is to be efficient, therefore, archetypal public enterprise must not be left dependent upon governance and monitoring systems appropriate to private enterprise but must, by means of an intimate and cooperative (and not an ‘arm's length') relationship between the principal (government) and the agent (management), be provided with precisely defined and quantified objectives that lead to an agreed measure of overall performance. ABSTRACT:Public enterprises have played a distinct role in promoting economic development and have been instrumental in initiating the industrialization of Turkey, and in facilitating its balanced regional development, especially during the early stages of its economic development. However, since the late 1960s, public enterprises have been a drag on the economic performance of the country because of the economic problems they have caused. In response to the problems associated with public enterprises, privatization entered the political arena in the early 1980s. The Turkish government has now adopted a timetable to privatize the public enterprises. In this paper, an attempt is made to investigate the place and the weight of the public enterprises and their problems in the Turkish economy.
