ABSTRACT. Water and related land resource planning has generally been characterized by project evaluation in isolation. Feasible alternatives have been ignored because the economic analysis did not include the interdependence of such subregional and regional variables as factor and product prices and production possibilities. This paper presents an economic framework, consistent with a regional development objective and an efficiency criterion, for proposing and evaluating resource projects. Subregional and regional derived demand curves for water are developed under alternative assumptions of subregional competition, regional market restraints, and yield and price uncertainty. The derivation of water demand curves using the proposed regional framework as compared to sub regional isolation has the desirable properties of (1) a marginal analysis that is more flexible over time is substituted for a static average analysis; (2) range estimates incorporating probabilities are substituted for point estimates; (3) approximations to functional demand curves are substituted for “needs”; and (4) fewer resources are required to meet a regional market restra

ABSTRACT The generation of electric energy in steam‐electric power plants is accompanied by the discharge of large quantities of waste heat into the environment. In most cases, this heat is released into natural bodies of water at temperatures relatively close to ambient. In certain locations, such as the Chesapeake Bay, discharges of waste heat may triple in the next decade. It is expected that past practices of thermal discharge, if continued into the future, will result in significant damages to other legitimate users of the water resource, both present and future. This paper reviews the economic causes of these potential damages, and describes the role of public policy as one of removing such causes through regulation incentive or intervention. Possible public policies are reviewed, including prohibition, standards, various types of dollar incentives such as taxes and subsidies, marketable effluent permits, and direct government investment. The innovative power plant siting program recently adopted in Maryland is also discussed. It is concluded that no statements can be made regarding the comparative efficiency or effectiveness of the various policies at the present state of knowledge. ABSTRACT India's multidimensional water development programs have contributed significantly to the promotion of the country's economic growth. Rapid growth of irrigation has substantially increased agricultural production. Hydro power generation has doubled during the last two decades, and this has accelerated industrialization and extended rural electrification. Minor irrigation has taken on a new importance in the Fourth Five Year Plan, signifying a departure from the earlier Plans. “Green Revolution” owes a large measure of its success to the availability of assured water supplies. Water development projects have also generated tremendous employment opportunities. Despite its pronounced impact on the economy, India's water planning strategy has some glaring weaknesses: the failure to incorporate “indirect benefits” in cost‐benefit calculations; the under‐utilization of water potential; and, the progressive increase in the cost of irrigating an acre of land. The prevailing institutional structure in India constitutes a major deterrent to the diffusion of the benefits of water development. There are stubborn psychological factors which render the adoption of innovative irrigation practices difficult. There is thus an overwhelming need to revamp India's institutional framework. ABSTRACT A methodology for predicting the spatial and temporal levels of conservative water quality constituents within a multibasin water resource system is presented. Dissolved solids, sulfates, and chlorides are the constituents used during this investigation; however, any other conservative ion or mineral can be incorporated into the simulation model. The methodology is tested on the proposed Texas Water System.The water quality model, QNET‐I, utilizes monthly canal and river flows and reservoir storage levels calculated by the Texas Water Development Board's systems simulation model. Discharge‐concentration relationships are developed for each source of water in the system, including significant waste‐water discharges. Reservoirs in the system are assumed to be completely mixed with respect to conservative constituents. A mass balance analysis is performed for each node and each month during the simulation period.The output from the water quality simulation is a table of the concentrations of the conservative water quality constituents at each demand point in the system and in each reservoir and canal for every month the system is in operation. ABSTRACT This paper summarizes a study employing a systems approach for analyzing one class of modifications within a poultry processing plant. The modifications considered were changes in water‐flow arrangements and process characteristics to reduce water intake of the plant and waste‐treatment costs. The object of the study was to develop a technique or techniques by which a combination of proposed modifications could be chosen to minimize water flow through the plant.Existing and proposed flows were represented as a network, and linear programming was used to solve the minimum‐flow problem for the network. Application of the technique was made to an existing, typical plant in Durham, N.C. Results of the application showed fresh water intake could be reduced by 45% to 51%, and furthermore that annual returns of 62% to 494% could be obtained on investment in the optimum modification sets, as fresh water costs varying from 10 cents to $1.00 per 1000 gal.Types of modifications of a poultry processing plant are classified by types, and the relative importance and effectiveness of each type are disc

ABSTRACT Two lakes having similar soil types were studied to determine the effects of age and water fluctuations on plankton, benthos and fish populations. Bluff Lake is an older man‐made lake which is drawn down in the mid‐summer. Oktibbeha County Lake is a young lake and the water levels are maintained. Chemistry data from the two lakes indicate that their chemical properties are very similar. Neither lake would be considered very fertile.Net plankton populations in Bluff Lake and Oktibbeha County Lake were comparable when analyzed on a number of organisms per liter basis. Fluctuations of water levels did not seem to have an effect on the net plankton populations.The benthic population in Bluff Lake is slightly higher than that found in Oktibbeha County Lake. This is true for both numbers and weight per square meter. The species composition of benthic organisms in the two lakes were similar.Based on one‐acre samples from each lake, Bluff Lake has a more balanced fish population than does Oktibbeha County Lake. Neither, however, seems to support populations of game fish in which a high percentage of these are in the available or harvestable range. Both lakes contain high populations of gizzard

ABSTRACT The effects of major water management practices on the pumping requirement from the Ogallala aquifer are discussed. Demand on the aquifer may be reduced as much as 15 percent by recycling irrigation runoff, 25 percent by recycling irrigation runoff and irrigating with water from playas, and 29 percent by recycling irrigation water in combination with irrigation from playas and artificial recharge of playa water to the aquifer. Other practices that can result in more efficient use of precipitation and groundwater are limited irrigation, land forming, soil profile modification, and improved irrigation systems, thereby reducing the pumping demand on the Ogallala. Additional water supplies can possibly be obtained by water harvesting, weather modification, and water importation.
