摘要:
ABSTRACT:Residential properties nearby a park‐lake system were studied, through time‐series, to detect possible changes in the land market during the period between announcement and completion of the impounding reservoir, 1962 to 1973. The time series identifies a period of increases in the values of properties which is concomitant with the announcement of the park‐lake. This is followed by a second period characterized by lower prices, which ends in 1970, as construction activities take place. During construction, from 1970 to 1973, property values were found to increase ra

摘要:
ABSTRACT:California's courts have recently recognized the existence of underground aquifer storage rights that permit public agencies to (1) store imported waters in aquifers; (2) prevent others from expropriating that water; and (3) recapture the stored water when it is needed. The article describes the two appellate decisions that represent the common‐law development of aquifer storage rights. Each decision related to separate aquifers that were subject to separate types of groundwater management programs. One decision involved an aquifer under the southeastern San Francisco Bay area that was managed under statutory authority and is entitled,Niles Sand and Gravel Co. v. Alameda County Water District37 C.A.3d 924 (1974);cert.denied 419 US 869. The other decision involved an aquifer under Southern California's San Fernando Valley that was managed under judicial authority and is entitled,City of Los Angeles v. City of San Fernando14 Cal.3d 199 (1975). The two decisions provide separate, but complimentary, public interest rationales for aquifer storage rights: (1) to protect water supplies necessary for the overlying community; and (2) to increase water supply efficiencies by using natural underground reservoirs wherever practicable. The Article reviews the relationship of aquifer storage rights to conventional groundwater rights and indicates aspects of the storage right that may need additional developmen

摘要:
ABSTRACT:The primary objectives of this paper are to identify new considerations which should be incorporated into the planning of municipal water systems, and to assess the potential effects of these new considerations on traditional planning concepts. Generally, master water plans include analyses of supply and demand, descriptions of existing facilities, and proposed construction programs. Although many master water plans do consider the potential effects of future conditions, recent advances in technology and changing social concerns are beginning to exert a significant influence on the future course of water system development. Some of the new considerations which should be incorporated into municipal water system planning include the Safe Drinking Water Act, coordination with wastewater planning, wastewater reclamation and reuse, water conservation, environmental concerns, energy utilization, financial constraints, and changing public attitudes. In order to provide a responsive and effective framework for future planning of municipal water systems, the influence of these new considerations must be carefully evaluated in conjunction with traditional planning concerns.

摘要:
ABSTRACT:Large‐scale groundwater abstraction from the Cretaceous Chalk/Lower Tertiary Basal Sands aquifer system of the London Basin in the last 150 years has developed storage of more than 1000 Mm3. Limited operational recharge was undertaken in the 1950's encouraging further detailed study of the wider possibilities. Following a comprehensive hydrogeological reappraisal, an economic and engineering study and pilot‐scale experiments, the Lea Valley has been shown to have the greatest potential for recharge. Artificial recharge into the Chalk at a rate of 9000 m3/d appears possible, through acidised 900 mm diameter boreholes. An understanding of the degree of interconnection between the Chalk and Basal Sands and of the causes of changes in quality of recharged water during storage was shown to be of particular importance to the successful operation of any recharge scheme using this system. A two‐layer numerical groundwater model of the 800 km2area and a surface/groundwater simulation model have been used to assist with the design of the 84,000 m3/d prototype scheme, and will also help in assessing its efficiency. The models will ultimately be used to manage the operation of the first stage development, now coming int

摘要:
ABSTRACT:An experimental investigation of the random component in stream meandering is described. The results of sixty replicate experiments of meander initiation and development made using the same discharge, bed material and bed slope are described and analyzed. It is demonstrated that the commencement of meandering is a random process. The random component in meander behavior is indicated by the size of the coefficients of variation of meander amplitude and wavelength of 0.45 and 0.22, respectively. A simple model is put forward to explain the observed deterministic and random components of meander behavior.

摘要:
ABSTRACT:A pilot study undertaken to develop and test analytical methodologies for application in comprehensive flood plain information studies is described. The methodology permits and encourages comprehensive, systematic, practical assessments of present and alternative future basin‐wide development patterns as reflected by alternative land use patterns and physical works in terms of flood hazard, economic damage potential and selected environmental consequences. The analysis methodologies are centered about integrated use of computerized spatial, gridded geographic and resource data files. A family of special purpose utility computer programs access the data file and extract appropriate variables and interpret and format the data into specific analytical parameters that are subsequently formatted for input to traditional modeling computer programs. An example application to Trail Creek in Clarke County, Georgia, is describe

摘要:
ABSTRACT:The non‐steady drawdown distribution near a cavity well discharging from an infinite non‐leaky artesian aquifer is presented. The variation of drawdown with time and distance caused by a cavity well of constant discharge in a confined aquifer of uniform thickness and uniform permeability is obtained. The solution is expressed in a series form which converges rapidly so that only two terms of the series are needed to obtain an accuracy of more than 95 percent. A simplified approach has been suggested to find the aquifer characterist

摘要:
ABSTRACT:This paper reports on the development of a mathematical model for forecasting energy development in the Yellowstone study area for the years 1985 and 2000, and determining the associated economic demands for water, land, labor, capital, and mineral resources. The study was prepared for use by the Missouri River Basin Commission in conducting a comprehensive, “Level B” planning study of the water and related land resources in the Yellowstone River Basin. The study results indicate that the amount of coal development in the Yellowstone study area will depend primarily upon state and federal energy policies and regulations. Policies related to slurry pipeline transportation of coal will be particularly important in determining the level and pattern of future energy development in the area. Coal production under the “most probable” scenario is expected to increase from about 40 million tons in 1976 to 163 million tons per year by 1985, and 513 million tons in the year 2000.Consumptive water use for energy development in the study area could be as much as 556,000 acre‐feet per year by the year 2000 (under the high scenario). A parametric analysis was conducted on the 1985 most probably scenario to determine the influence on the study results of variations in the delivered price of water. Water requirements were reduced by nearly one‐fourth as water costs increased from zero to over $750 pe

摘要:
ABSTRACT:Floodwater‐retarding impoundments, controlling 68 percent of the drainage area of Tonkawa Creek, a Washita River tributary in southwestern Oklahoma, have reduced the total flow volume about 36 percent over a 5‐year period. Analyses showed the reduction occurred primarily in the less‐than‐2.5‐cfs flow range, indicating the base flow regime has been altered. However, channelizing the downstream, mild‐sloped, 3.6 miles of Tonkawa Creek that flows across a Washita River terrace increased the flow volume fourfold at the outlet. A double‐masscurve analysis of water yield from a 1,127‐square‐mile Washita basin segment versus an untreated tributary showed the yield has not changed after 25 percent of the tributary area had been treated. Therefore, the flow reduction caused by structures is being offset by increased yields fr
