It traces the roots of the movement to American efforts in Japan after World War II and some of the unique aspects of Japanese culture and how that shaped many of the principles of the movement. The article notes that much of what is presented in quality in health and human services is actually a betrayal of quality principles

Case management is a practice approach that is structured by the administrative configuration of the service delivery system. It involves personal relationships between direct service workers and clients and technical support of information and resource systems. Supervision in case management systems should focus on supporting those who work most closely with clients. Upper level management should focus on assisting supervisory staff in developing problem-solving skills.

As the managed care approach to provision of services has rapidly expanded, much of the criticism of the approach has been couched in ethical and value-based arguments. This article examines the managed care conflicts and dilemmas for professionals through the lens of the core values of the social work profession and a conceptual model for analyzing the decision-making situation. Suggestions for needed changes in the managed care framework that address ethical issues are included. Examples from current social work practitioners are included to illustrate these conceptual issues.

The issue of quality management within health and human services has drawn considerable attention over the past few years. The move to managed care has increased demands for outcome-based accountability, cost containment, and attention to customer-focused quality in order to remain competitive in a rapidly changing environment. This article examines the challenges in moving to a quality focus under the emergence of a managed care system, describes a model for measuring and managing quality in health and human services, and provides an overview of an empirical examination of this model in 20 health and human services programs.

Restructuring of the health care system has brought about stress in health care workers who are attempting to adapt to change. Although most stress-reduction approaches utilize affective solutions, this article argues that instituting a new way of thinking is needed for health care workers to survive and thrive under restructuring. There are a number of fallacies of thinking that individuals use in the face of change, including dichotomous thinking and weak-sense critical thinking. Adaptation and survival in today's health care environment requires complex ways of thinking that go beyond an innate resistance to change, shown in this article as dialectical thinking
