摘要:
AbstractEnvironmental management is moving away from the traditional use of specialists to currect end‐of‐the‐pipe problems and instead is moving back in the process to reduce the production of these waste materials. The author shows how integrating environmental responsiblity all the way down the production line might work in a practical application, including a ten‐step formula for putting a total quality environmental program i

摘要:
AbstractThe most successful corporate environmental programs regard environmental compliance as an opportunity to improve productivity and profits and seek to integrate environmental information management systems (EIMS) into line information functions. Integrated EIMS should provide timely, accurate data to support all three types of environmental management responsibilities: results and comparison reports for source management; material and waste transaction and emission reports for materials management; and compliance, summary, exception, and trend data for risk managers at every level.

摘要:
AbstractBy focusing on regulated businesses as “customers,” the EPA is bringing a new way of thinking to the negotiating table that is producing creative, workable solutions. The author, who was instrumental in initiating the adoption of TQM in the Environmental Protection Agency, discusses how it can be used in negotiation to resolve impasses between EPA and business and meet the needs of b

摘要:
AbstractThere are two key elements to achieving full and complete regulatory compliance: cost‐efficient management of current regulatory requirements under existing environmental law and the capability to anticipate and analyze the impact of future regulations on the facility. The author provides step‐by‐step advice on how to develop a program to accomplish a corporate goal of zero viola

摘要:
AbstractTotal Quality Management measurement tools are often the very tools necessary to ensure compliance with the rapidly growing regulatory demand for data. At the same time, interest in the environment by average citizens, environmental groups, and regulatory agencies has put increasing pressure on environmental managers for “zero defects.” Violations and exceedances are actively pursued and are, at a minimum, made public to produce incentive for companies to comply. Even companies in compliance face pressure to further improve their performance. No business can afford the lost legal, operational, and public relations costs of noncompliance. There is no room for error. This article discusses the basic tools used at IBM Rochester to better manage and control some key environmental operations and shows how these basic control steps work in an actual wastewater treatment process at the facil

摘要:
AbstractOne possible route to responsible environmental management now under active discussion in the European Community (EC) is a European‐wide environmental auditing program. The issue currently being debated by the EC's policy body is what form the program should take—mandatory or voluntary. Whatever the final form of the regulation, environmental management is about to gain added significance in boardrooms throughout Europe and the environmental auditing industry is about to experience a dramatic period of growth in the

摘要:
AbstractAn Integrated Manufacturing and Environmental (IME) approach to pollution prevention offers the opportunity to achieve regulatory compliance and substantial operational efficiencies. It is accomplished by realizing the simple fact that waste represents a quality defect and adapting traditional manufacturing industry analytical methods to also consider environmental factors. The author outlines techniques and procedures entailed by this approach that are applicable to both large and small facilities as part of an overall Total Quality Management program. Several case examples are provided.

摘要:
AbstractOne of the greatest challenges facing the chemical industry today is regaining the lost confidence of the public. This concern led to the Chemical Manufacturers Association's (CMA's) adoption of the Responsible Care® initiative—not a slick new promotional campaign but a commitment to continuous improvement in environmental performance. The author highlights components of the program, which is seen as an outgrowth of Total Quality Manageme
