British entry into the European Community creates the conditions in which, for good or ill, the country's political, economic and social arrangements could be transformed. This observation applies at least as strongly to industrial relations as to other aspects of the national life. Indeed, it may even be argued that change in industrial relations in itself not only encompasses and reflects the broader patterns of socio‐cultural and economic change occurring in society as a whole, but also, on occasion, is instrumental in initiating far‐reaching changes outside the immediate concerns of industrial relations. Hence, the study of industrial relations could reasonably be seen as a study of society itself, in that both are concerned with the myriad of adjustments, large and small, which need to be made in the continuous task of reconciling, or providing a framework for reconciling, conflicting interests. Certainly, the study of industrial relations in a European Community context offers academics a practical and definable way of understanding the processes of integration in the organization of which Britain is now an important member. As far as managements and trade unions are concerned, short of some unusual catastrophe befalling multinational corporations, there must increasingly be a need to understand industrial relations systems and ideologies in countries other than our own for the severely practical business of negotiating viable agreements. The publication of the CIR's long‐awaited report on disclosure of information seems to have been greeted with an embarrassing silence. Little comment has been heard from the news media, Parliament, trade unions or employers' associations. This may reflect concern with more pressing issues in industrial relations, such as, for example, the search for a prices and incomes policy, but the nature of the report itself may also explain why it created scarcely a ripple in public consciousness. Public sector white collar employees are a large and important part of the labour force. It is interesting, therefore, to look at the forces determining the pay of such workers, given the highly administered nature of the markets for their services, and at the operation of their negotiating procedures which have remained highly centralized at a time when there has been a growing tendency to move away from national bargaining. This paper looks at some aspects of the pay of one group of public employees – school teachers. The examination deals mainly with global aspects of teachers' pay, comparatively little attention being given to structural aspects of the problem. This paper is concerned with the growth and development of two fields of study which are customarily separated in both theory and practice. Those who specialize in one area, whether as students, teachers or research workers, are not necessarily familiar with, or required to learn, the state of knowledge in the other, although, as we shall show, there is a considerable commonality of interest. To some extent, this situation is an accident of history and the first part of this paper deals with the events and influences leading to the emergence of each field of study. In the second part, common strands and factors leading to the convergence of the two fields are considered. The analysis is predominantly undertaken within the framework of the theoretical model of March and Simon [1]; additional factors being inserted where necessary. March and Simon discuss the factors affecting labour turnover in terms of the influences affecting two components: (a) the perceived desirability or undesirability of leaving the employer; and (b) the perceived ease or difficulty of movement from the employer [1, pp. 93–106]. All the factors discussed by March and Simon have been extracted from the text and are shown in diagrammatic form in Figures 1 and 2 along with several additional factors. The procedure adopted in the analysis is as follows: (1) to state March and Simon's hypotheses with regard to specific factors affecting labour turnover; (2) to discuss these hypotheses in the light of relevant research studies; (3) to discuss further variables omitted by March and Simon in the light of relevant research studies; and (4) to discuss the limitations of many of the studies discusse
