The training debate has suffered from a preoccupation with macro institutions and regulatory frameworks. This has resulted in a neglect of workplace industrial relations issues. Using case study data from three private sector engineering companies, this article highlights the importance of workplace institutions in explaining training outcomes.

With the decline in trade union membership it is essential that trade unions recruit employees in small firms in the service sector.* The theme of this article is whether unions can recruit in these firms. The interviews provide insights into the attitudes of employers and employees towards trade unions with possible policy implications.

Here the authors examine the challenges posed by the phased introduction of TQM in an organisation. Longitudinal study shows that the phased approach has experienced difficulties which are examined in the context of the debate as to where in the organisation the leading edge of change is best located.
