摘要:
This article describes the theoretical background and the development of a framework to assist in planning the introduction and development of a continuous quality improvement process. The framework has been widely used as the basis for discussion and rationalization of quality improvement initiatives across organizations. The article describes each part of the framework: organizing; systems and techniques; measurement and feedback; and culture change. The key aspects of the framework are then compared to the Malcolm Baldrige National Quality Award (MBNQA). The way the framework is used is described, and the key outcomes from its use are compared to the MBNQA outcomes. Some tentative conclusions are drawn about the use of frameworks and self-assessment methods in the light of the evidence presented.

摘要:
Although educators have been slower than husinesspeople to recognize the potential of total quality management (TQM) as a means for product improvement, educators are now reporting success with the process. TQM's emphasis on leadership, teamwork, and continuous improvement holds great promise for educators because it combines many practices that educational research has shown to be effective. Although some of these practices have been used for some time in the educational field, they lacked a structured management approach within which research findings could be effectively implemented. Now that education has followed the lead of business and has found the management method it needed, it may he time for business to follow the lead of educators in areas where they have enjoyed success by implementing some of the essential components of TQM: the effective use of teamwork and cooperative learning.

Academics in the disciplines of marketing, organizational psychology, and management have recently called for more research on the impact of total quality management (TQM) in their fields. According to Japanese industrial standards, TQM is a system of management that advocates certain principles and prescribes certain methods for producing products and services that meet customer needs. In this sense, TQM is marketing if, as Kotler and Armstrong (1987) and others have suggested, marketing has to do with creating satisfying exchanges with customers. Yet, in practice and in research, marketing has been surprisingly absent from the TQM movement.Data were collected from seven leading TQM companies concerning the nature of the transformation of the marketing function under TQM. Eight findings are presented from this research, and the implications for marketing practice and research are discussed.

Five management performance measures were statistically validated using a stratified random sample(n= 271)from a population of 1050 hospital employees. Of general interest to any company practicing quality management is (1) how to construct management performance measures using latent variable analysis; and (2) how these management performance indicators can track certain aspects of the quality management program.

摘要:
This article reviews how a U.K.-based, medium-sized manufacturer of specialty chemicals implemented the requirements of ISO 9002. It reports the lessons learned along with the strategies employed in using the registration as a foundation for developing total quality management (TQM). The article is based on a three-year research project, the first two years of which were carried out under the U.K. government-sponsored Teaching Company Scheme. Among the major findings are that registration to the ISO 9000 series of quality management system standards has the potential to be a good base on which to develop a TQM approach. There is, however, a real danger that a company may fail to progress beyond the minimum requirements of the standard for which registration is sought. This danger is particularly acute when gaining registration is not viewed in the context of TQM.

Re-engineering has burst onto the contemporary business scene as one of the most popular management interventions of the 1990s. Thus, it is important to understand its proponents' claims, as well as how they have positioned re-engineering in the management tool kit. One way to do this is to examine Michael Hammer and James Champy'sReengineering the Corporation.An analysis of their presentation, however, shows a great many unverified claims, factual errors, and logical inconsistencies. Contrary to the authors' assertions, there is an extraordinary amount of overlap between the quality and re-engineering movements. Rather than bash re-engineering, quality proponents must recognize that re-engineering builds on weaknesses in the quality movement. Practitioners need to focus on creating cumulative organizational learning from the various quality minifads, including re-engineering, and researchers need to examine the organizational practices conducive to such organizational learning.

Kaoru Ishikawa's basic philosophy and achievements are described in the hookKaoru Ishikawa—The Man and Quality Control,which was published in September 1993. This book was written in order to capture the late Ishikawa's life in print. Ishikawa believed that superior quality is readily accepted anywhere in the world; that companywide quality control (CWQC) should embrace the doctrine that human nature is fundamentally good; and that quality control begins and ends with education. He firmly trusted that CWQC should spread all over the world. Ishikawa purported that when quality is improved in a creative way, cost is reduced and productivity is increased. Thus, quality can be a cause of cost reduction and productivity increase.
