This article attempts to clarify the role played by W. Edwards Deming at the beginning of the modern Japanese quality control movement by summarizing and analyzing the actual content of the series of quality control lectures he gave in Japan during the summer of 1950. The primary source documents are the published lecture transcripts that Deming considered authentic.Analysis of the transcripts shows that Deming spent most of the eight-day lecture series discussing statistical process control. However, he opened the lectures with extended remarks that contain a core of the philosophy for which he later became famous. Yet, significant elements of what is now known as the Deming method or Deming philosophy did not appear in the lecture series. Deming included in the lectures an extended discussion of sampling inspection that revealed his ambivalence to the subject. The transcripts show that Deming introduced to the Japanese a product design cycle of Shewhart that is distinct from the management process that the Japanese later came to call the plan-do-check-act cycle.

摘要:
Total quality management (TQM) has come to embrace virtually all organizational activities. While the TQM movement has historically included a problem-solving component, quality problem solving (QPS) is often viewed rather narrowly as finding and fixing defects. This article proposes an expanded notion of QPS, arguing that such is needed if TQM is to achieve its full potential. Five major types of quality problems are identified and discussed, along with problem-solving methods currently used by QPS practitioners. While the techniques used by practitioners are valuable, they have limited power and operationality. Case-based QPS, a new strategy for developing strong prescriptions aimed at particular kinds of situations, is proposed and illustrated. This strategy demonstrates how research on QPS can contribute to the success of TQM.

摘要:
This article explores the perceptions of U.S. and Asian managers with respect to different dimensions of product quality, and investigates some of the implications of these differences. Survey data obtained from both U.S. and Asian firms in the electronics industry are analyzed using cross tabulations. Several hypotheses relating to the managerial perceptions of product quality are tested. Specifically, size of the firm (as measured by the number of employees), managerial level, duration of employment, and geographic location are found to he significantly related to attitudes regarding quality.

If is important fir quality practitioners and researchers to understand -what the ISO 9000 series of standards is and what it is not, This article emphasizes that the standards did not invent quality systems or even standards for quality systems. Nor were the standards invented by the Japanese, Nor is the ISO 9000 series intended to he a standard for total quality. The ISO 9000 series is, however, a uniform, consistent set of procedures, elements, and requirements for quality assurance that can he applied universally to any total quality system. Its widespread adoption by companies and nations has brought about harmonization on an international scale, and has supported the growing impact of quality as a strategic factor in international trade. It is important to remember, however, that the national and international communities of quality professionals have a serious responsibility to see that the ISO 9000 series is properly used and promoted to create the correct and beneficial awareness and improvement in quality in its broadest sense.

摘要:
A cost-of-quality framework is examined and adapted. Research findings reveal that a context-free prescription of designing in visàvis inspecting in quality is not possible. Related findings show that partial acceptance sampling is optimal in some contexts. The importance of context makes systematic measurement and reporting of the cost of quality for management decisions imperative. Some measurement issues related to the newly developed framework are discussed.
