摘要:
The paper discusses the question of the extent to which computers contribute to the development process of the Third World. An answer is not easily found as long as the evaluation is primarily quantitative and the most common measure seems to be the total number or value of computers installed. The computerization process is discussed from both global and developing perspectives and, with reference to other writers, the importance of qualitative measures is emphasized. The case of Egypt is taken as an example: the number of installed computers seems impressive but as most of these belong to the technology of the mid‐1970s Egypt has a low computer capacity at a high cost. Finally, the paper raises the question of whether the contribution of computers to the development process is a myth.

摘要:
The paper is concerned with the problems of technological change that face the developing countries in their striving to achieve economic and social progress. The unsatisfactory results of attempts to transplant too‐advanced information technological activities into countries lacking the necessary supporting services and resources are noted, and some ways of avoiding these are discussed. The paper concludes with a strong recommendation to exploit the ordinary, and under‐rated, telephone service as an instrument of development.

摘要:
This paper outlines the history of the electronics industry in India from its beginning in the 1960s to its present state of development. The Government of India preferred the path of ‘planned development’ and ‘self‐reliance’ in all spheres of activity. This underlying philosophy of the government had a major effect on the direction and rate of growth of the industry. The paper examines the tools which were available to the government to control and regulate the introduction of foreign technology into the country, and explains the reasons behind the government's success, or lack of success, in achieving objectives over the years. The important role played by multinational corporations in the transfer of new technologies to developing countries is highlighted together with the beneficial and adverse effects of such relationships for the host country. Some of the lessons learned from the Indian experience in setting up a new high‐technology industry have many implications for all developing countries, and provide valuable guidelines in policy‐making for the future.
