摘要:
The impact of IT has not been studied intensively in Namibia despite technological progress made by organisations in Namibia since independence. The existing definition of information technology (IT) in Namibia is also not adequate to include all IT expenditure. No return‐on‐IT‐investment calculations are made although all managers participating in the case studies showed concern at the increasing IT expenses. The purpose of this study was, therefore, to determine what organisations use as a basis for decisions on IT investment. Case studies were conducted with six organisations in Namibia to determine how they define and manage their IT investments. Conclusions are that organisations need to re‐classify their definition of IT to include aspects like communication systems, maintenance, etc. Also a responsible person should be appointed to take charge of managing the IT investments of the organisation and these investments should be tracked and justified.

摘要:
In this paper, a case study is conducted to analyze the effectiveness of Web pages designed in Turkey. The assessment is made from four perspectives: to understand how Turkish corporations are using the Web to identify what improvements can be made to evaluate the effectiveness of different designs collected from several search engines, and to identify the effect of IT on economic issues. This is used to: (1) provide interested parties (i.e., consumers, market researchers and Internet based business interests) with accurate information and marketing insights necessary for decision making and (2) demonstrate pragmatic difficulties in searching and designing Web pages.

摘要:
At present, the Internet is little used in Africa. However, it has the potential to play a significant role in reducing poverty and promoting sustainable development, especially in rural areas. This paper examines two important elements of increasing rural Internet access: reducing costs of Internet service provision and increasing the number of rural access points. The paper argues that liberalization of the telecommunications sector combined with targeted, auctioned subsidies to local entrepreneurs are both likely to have a significant impact on rural Internet access rates.

摘要:
Adopting computers for business analysis applications in the small and medium enterprise (SME) sector has been a slow process, in developed countries and even more in developing countries. There are various reasons for this. One is that many SME managers still confuse business performance with financial performance, thereby claiming that they are already users of computer‐based business analysis. Others, aware of this difference, find it difficult to get appropriate input data to measure non‐financial performance.

First‐class technology ‐ third‐rate bureaucracy: The case of Israel |

摘要:
Using Israel as a case study, the article argues that politics rather than technology accounts for the inefficient and wasteful state of technology in the public sector in countries where one finds ample endogenous first‐class high tech manpower. In such countries, the article further argues, Information Technology (IT) systems are built and used in power struggles within ministries, among ministries, between the public sector and the public, or among the various branches of government. In Israel, for example, various ministries manipulate their access to first‐class endogenous technology to fortify their bureaucratic power by building technological systems that are, sometimes, deliberately incompatible with the solutions of other ministries. Within the context of a third‐rate bureaucracy, the article proposes, access to local high tech skills and technology merely makes governmental gridlock more expensive but does not necessarily result in improved services to citizens.
