SummaryThis paper is an attempt to formulate some of the problems of educational allocation in statistical terms, and to indicate how optimal solutions can be sought. An oversimplified model of the process that selects university entrants is presented and examined in detail. Attention is concentrated on the two stages of selection at 11 + and at the age of leaving school, and the effects of varying proportions at these stages on the operating characteristics of the whole process are discussed. It seems clear that such a process must fail to discover a high proportion of those who are above the minimum standard for suitability for a university, even though it makes provision for correction of gross errors of judgement at 11 +, but these failures will consist largely of marginal cases.In later sections, the model used is criticized and various modifications proposed. A more realistic model for the existing situation, taking account of additional factors and stages of selection, might have a better operating characteristic. The consequences of increasing the proportion of the population admitted to universities are briefly mentioned, but this step is in the main a change of standards rather than an improvement in detection of the most suitable entrants. A model appropriate to comprehensive secondary schools, with their opportunities for frequent sifting and re‐grading, might give much better results, but at present the mathematical complexity prevents its further discussion. Comments are made on the adjustment of the model to take account of the effect of type of secondary school on the subsequent abilities of the children, and on the recognition that the dichotomy “university‐or‐not” is an inadequate summary of the purpose and success of education. The statistical techniques used in the paper could be adapted to some of the more general and more realistic problems; clearer definitions of aims and criteria are first needed, and very heavy computations could then be undertaken.Finally, I must emphasize that I neither assert nor believe that educational policy on allocation or selection can be reduced to problems of pure mathematical and statistical analysis. I fully recognize that the fundamental questions are for experts on education to discuss and to answer. The sole virtues of the present approach are objective examination of how to implement most efficiently an agreed general policy and a consequent focusing of attention on the questions that need to be answered before a determinate policy can be stated. My intention throughout has not been to produce new educational dogma, or even to subscribe to old dogma, but to show the kind of help that the statistician ought to be able to give to the quantitative evaluation of educational policy.

SummaryRoad accident deaths (excluding motorcyclist deaths) per head of population in Great Britain have been found for each year of age up to age 19 and for each year from 1951 to 1960. The rates have been standardized to allow for any differences there were for the year as a whole, or for the age as a whole during each year, by following the method used in a Home Office Report on “Delinquent Generations”. The results show that, on the average, persons born during World War II were more likely than others to be killed in a road accident during the years 1951‐60.
