SummarySubjective probability is defined and its place in decision analysis, with special reference to business problems, is identified. The literature on its measurement is critically analysed both for the single decision‐maker and group. The use of direct fractile assessment and the Delphi Technique are felt to be some of the more tenable of the methods reviewed. An account of some of the behavioural aspects of decision‐making with a résumé of the “risky” shift theories is included and their implications are discussed. Some practical guidelines and suggestions for further research are indicated.

SummaryAttitudinal surveys are used in short‐term forecasting of the demand for consumer durable goods including cars in a number of countries and their use has a strong foundation in psychology. However, it is argued in this paper that improvements can be made in the methodology normally used, particularly by including a wider range of variables, by use of scaling techniques and in index construction. Results of pilot surveys are reported using the proposed new methodology. It is argued that the first two principal components of the data represent respectively a measure of general economic confidence and of durable purchasing confidence and intentions. As these are stable between surveys they are suitable for use in the construction of indices of consumer confidence.

SummaryThis paper identifies some of the problems in the statistics profession following years of rapid growth and especially since the computer became readily available as a working tool. There is a need for a greater exchange of experience between university teachers and applied statisticians which may be met by regular personal involvement in each other's work. For professional obsolescence the solution might be for funds to be diverted from post‐graduate training to post‐experience training in the universities.

No single statistician can be expected to have a detailed knowledge of all aspects of statistics and this has consequences for employers. Statisticians flourish best in teams—a lone applied statistician is likely to find himself continually forced against the edges of his competence. Only the sizeable statistical department can share its work so that every problem comes to the appropriate specialist and is given the skilled treatment it requires.

SummaryThis contribution describes the Government Statistical Service, the largest employer of statisticians and statistical staff in the U.K. There has been rapid growth in demand for statistical information to assist policy formulation and execution at all levels in the economic, social and management areas. Organizationally a balance has been struck between the advantages of centralization, and the need for the applied statistician to be close to decision‐making in his field. Statisticians are giving more attention to the uses of statistics, and tailoring provision to need. Particular attention is being given to improving data quality and timeliness; development of social indicators; multi‐purpose surveys; and model‐building. Hence the work requires a mix of statistical, administrative, subject matter and technical skills. There were problems akin to the universal “generalist versus specialist” one, especially in the organization and training of the numerically dominant auxiliary and support staff. Possible solutions were discussed.

SummaryThe relationship is examined between statisticians and other numerate professions, and between these, as advisers, and decision‐makers. There is a need to re‐think the professional groupings and their education and training. Some at least of the professionals should be educationally developed to enable them to integrate the work of a spectrum of professional backgrounds into a more general framework of problem solving. Business schools have a role to play in this.

SummaryThis paper stresses the need for statisticians to be willing and able to involve themselves in decision‐making and not stop short at providing data; and to regard statistical information as a tool rather than an end‐product. Desirable trends in the Civil Service have been towards greater involvement of statisticians in management and in the application of statistics to decision‐making; and greater awareness amongst senior non‐statisticians of the nature and value of the statistical approach. The statistician and non‐statistician should continue to move towards each other, and there should be more switching of roles. Training and personnel management policies are designed to facilitate this. Statisticians who are to play a greater part in management need early training and experience in managing people, time and resources, and in choosing priorities. It is policy to open up the highest posts in the Civil Service to statisticians and other professionals, and to fit suitable professionals for such offices.
