The establishment of a dune preservation district is a means to employ land use controls to favor creation of natural dunes designed to provide protection to shorefront structures and to serve as wildlife habitat. The application of dune district zoning is derived from a conceptual framework that analyzes the numerous factors contributing to dune formation and modification and that incorporates appropriate uses of this dynamic environment. The establishment of a preservation district requires an analysis of the physical processes and the cultural modifications that affect dune formation and shoreline migration. This information can be used to determine the appropriate dune characteristics necessary for adequate protection and the maintenance required to continue to provide this protection.

The evaluation research approach contains the potential for providing reliable cause and effect statements regarding the impact of social action programs. Although there have been calls for the use of evaluation research in the coastal zone field, it appears that there have been few, if any, such studies that have actually been conducted. We provide an illustration of the use of the evaluation research methodology in the coastal zone context by presenting a study of the impact of the California Coastal Zone Conservation Act of 1972 on beach use in the Malibu area in southern California.

A power plant siting procedure which accounts for the protection and preservation of aquatic resources, defined as sensitive life forms and life stages of economically valuable species of finfish and shellfish, is presented as it was executed on Maryland's Eastern Shore. Negative effects of power plant development and operation are generated principally by the cooling water intake and discharge system. The site‐selection procedure is thus presented as a two‐faceted process, termed regional screening, requiring the separate but simultaneous identification of land‐based sites and cooling systems. Criteria included in regional screening for cooling systems reflected life‐sustaining processes essential to the maintenance of aquatic resources. Major sources of effects of power plants on aquatic resources and siting principles as they affect aquatic resources are defined. Information‐gathering techniques included extensive interviews with key research scientists, state personnel, and numerous Chesapeake Bay watermen.

The author contends that while the Federal Coastal Zone Management Act of 1972 calls for intergovernmental cooperation, the “pull of local control”; means that there will be inherent conflict between levels of government in coastal management programs. Based on the observation of five coastal programs, it is suggested that research attention be focused on how local officials perceive state coastal zone management programs, how the exercise of administrative skill is related to those perceptions, how those perceptions contribute to the presence or absence of intergovernmental tension, and how intergovernmental tension is related to the achievement of coastal zone management goals.
