This paper presents an analysis of the findings of a survey of a sample of Beaufort county, South Carolina, households which was conducted to ascertain preferences for environmental quality. These preferences were approximated from survey responses on willingness to pay for environmental amenities and the size of payments households would require to forfeit them. A scale was developed and used to rank these responses ordinally, and the matrices of scaled responses for each of eight household annual‐income classes were subjected to factor analyses.

In 1972 California's voters gave control over nearly all construction along the state's 1,000‐mile coastline to powerful state and regional boards. These boards will administer a permit system for three years, then submit a plan to the Legislature for the future preservation and development of the coast. The permit zone includes a wide variety of natural environments and possible uses, including open water, large tracts of undeveloped land, beach towns and resorts, and some of the nation's most valuable urban‐land. In the boards’ brief existence, the coastal regulators have acted on more than 5,000 permits, including controversial issues of beach access, density, agricultural preservation, power‐plant siting, and growth inducement.

The National Park Service is required by law to conserve nationally significant resources for public benefit. Susceptibility to local short‐term economic pressures and a lack of understanding of resource dynamics can jeopardize mandate compliance. Assateague National Seashore is an example of a dynamic barrier island where early understanding of ecologic factors should have preceded its establishment and must precede its management and development. Research conducted on a similar system has demonstrated the dramatic environmental impacts and high maintenance costs associated with an inappropriate recreation management scheme. Alternatives are available which minimize resource degradation and maintenance costs without restricting visitation. To better ensure incorporation of long‐run ecologic and economic criteria into the decision‐making process, a proposal is put forward which recognizes the need for an expanded research effort and close adherence to early planning steps.

Major air pollutants from maritime shipping operations are sulfur oxides, nitrogen oxides, and particulate matter emissions from combustion of fuel oil during cruise, berth, and start‐up modes. Sulfur oxides emissions are substantial from steamships burning high‐sulfur residual fuel oil, where shipping contributes 66 percent of the total sulfur dioxide emissions from transportation sources, and almost 3 percent of the total for Harris county, Texas. Nitrogen oxides emissions are significant during cruise conditions for both steamships and motor ships, while particulate emissions are substantial during start‐up and tube cleaning.

In response to the growing recognition of the critical importance of estuaries and the intense pressures to change them, the Coastal Zone Management Act established a program to assist states in long‐term protection of selected natural estuarine areas. A nationwide system of estuarine sanctuaries will be created to preserve for research and education areas representative of each of the major biogeographical estuarine types. Oregon's candidate, the South Slough of Coos Bay, is the first area selected as an estuarine sanctuary by the federal Office of Coastal Zone Management, largely because of early groundwork done by local people. The establishment of an estuarine sanctuary is complicated by interwoven ecological, social, economic, and political issues, but the potential benefits of the protection of an irreplaceable resource and the contribution to coastal zone management unquestionably justify the effort.

The San Diego Coast Regional Commission, faced with the responsibility of approving, approving with conditions, or denying permits for development proposed along the scenic coastal bluffs of San Diego county, has adopted guidelines for bluff‐top development which assures retention of scenic vistas and provision of public access while permitting private landowners “reasonable use”; of their property. These unique guidelines delineate certain environmental and aesthetic parameters within which bluff‐top development may take place. Portions of the guidelines are presented, and some of the factors leading to their formulation and adoption are discussed.
