Although France does not have a specific law dealing with shorelines management, various policies and policy instruments exist which enable a certain amount of control over the shoreline development process. This article discusses the various institutional arrangements in France as they relate to (1) problems of marine pollution, (2) the control of land‐based pressures for shoreline use and development, and (3) the creation of a new shorelands trust. The role of existing institutions, such as the six river basin agencies, is also discussed.

On the basis of annual expenditures by recreational participants and standard values of recreation days, as well as estimated sport and commercial harvests, the gross annual return from Michigan's 105,855 acres of coastal wetlands has been estimated. Analysis of fish, wildlife, and recreational values revealed that in 1977 these wetland areas generated an economic value of $489.69 per wetland acre, for a direct annual gross of $51.8 million. Specifically, these average return values per wetland acre/year, in descending order, are sport fishing ($286), nonconsumptive recreation ($138.24), waterfowl hunting ($31.23), trapping of furbearers ($30.44), and commercial fishing ($3.78). These gross annual return values were calculated in an effort to sensitize the general public to the diversity and possible magnitude of selected wetland functions.

Recent emphasis in comprehensive planning for coastal zone regions has created the need for more effective tools for information processing and analysis to aid policymakers and planners in developing strategies for preservation of coastal zone areas. New agencies with broad powers have been created at both state and federal levels to deal with growth management in large coastal regions. However, coastal zone management (CZM) agencies have not yet been able to deal effectively with development processes. A “holding action”; is being maintained in the face of mounting pressure by developers, while planners struggle to develop (1) a data base with sufficient detail for planning; (2) a fair and rapid process for reviewing environmental impact statements and granting of development permits; and (3) a system for making the development permit application process more routine. The key to success of the CZM process is the development of a management information system (MIS) created explicitly for CZM. The prototypical system designed by the authors combines graphic display capabilities (i.e., map display) with interactive on‐line computing and large storage‐capacity computers. Problems of data structure development are documented, together with problems of assembling a large‐scale, highly detailed data base. Of particular importance is the need for well‐developed objectives and specifications for the use of computer‐based data in resolving disputes on environmental issues. A set of objectives and specifications for a prototypical coastal zone MIS is developed. The system is described in detail, showing how its capabilities directly address policy questions formulated by coastal zone planners.

As the controversy over Outer Continental Shelf (OCS) oil and gas leasing continues, with environmentalists and fishermen seeking to block or delay leasing decisions that they think will adversely affect their interests, the need for better estimates of the environmental costs associated with OCS development becomes increasingly apparent. Although high degrees of precision in such estimates may never be economic, let alone feasible, better knowledge would reduce the uncertainty surrounding the magnitude of such costs, and would make it easier to come to grips with the problem and reduce, if not resolve, the controversy.
