An important but difficult step in evaluating coastal programs is the formulation of meaningful and measurable criteria for purposes of evaluation. One useful source for deriving evaluation criteria consists of coastal problem statements. This article summarizes perceived coastal zone problems identified prior to the passage of the 1972 Coastal Zone Management Act and discusses how this information could be used in formulating criteria for evaluating coastal programs.

An investment decision model for problems associated with shoreline erosion is presented. The model determines the economic benefits that a landowner can realize from available alternative protection structures. Benefits are associated with erosion‐induced property value decline for specific reaches of shoreline. This approach enables the decision maker to determine the local economic impact of alternative shoreland management policies. The economic effects of coastal management policies, such as nonstruc‐tural shoreland protection, wetlands regulation, and public beaches, are discussed in terms of the model's ability to evaluate and compare the opportunity cost of alternative policies. Computational examples of the model output are presented and discussed.

The California Coastal Zone Conservation Commissions have been required to review virtually all development projects approved by local government within approximately 1000 yards of the coast. Whereas 97% of all permits were approved in some fashion by the regional commissions, this article examines the 4% of regional commission decisions that were significant or controversial enough to be appealed to the State Commission in the first2Viyears of permit review. The regional commissions were found either to have imposed conditions on or to have denied more than 50% of the projects originally approved by local government and subsequently appealed to the State Commission, whereas the State Commission held even more restrictive views of permissible development. It examines a number of reasons for these findings, including differences in policy mandates, the presence of state‐appointed commissioners, and the willingness of environmental groups to become actively involved in the appellate process.

Port Phillip is an enclosed bay surrounded by some 3 million residents of the city of Melbourne, Australia. It has a complex management system with many overlapping agencies. The management system is described and its performance examined in the context of a case study of coastal erosion at Black Rock Point. The project was commenced with inadequate technical evaluation and without the establishment of explicit management objectives for the area. Various ways to strengthen the system are proposed, based mainly on involving the public to assist with developing the management objectives.

There is a diverse array of processing and packing operations for agriculture and fisheries of the many small municipalities in the Louisiana coastal zone. Public law requires best practicable technology by 1977. Present technology for fishery wastes include physical separation, physicochemical separation, air flotation, biological treatment, land treatment, and ocean disposal. Most of these methods are expensive for small operations and do not achieve zero discharge. Commonly used methods for treating domestic wastes do not achieve tertiary treatment (removal of N and P). Costs for tertiary treatment range from $0.42 to $1.23 per 1000 gal treated. Results of studies in Louisiana and elsewhere indicate that land treatment can achieve advanced treatment at a cost of about $0.17/1000 gal treated, a savings of $0.25 to $1.06 over other methods. Lower costs reflect the fact that this method depends on natural work services to a much greater extent than do conventional treatment processes.
