摘要:
This is an exploration of the political economy of ports in the United States and Great Britain. A number of technical, economic, and political issues concerning ports are examined. Particular attention is paid to the institutional evolution of ports from private to public ownership, and its consequences for port efficiency. The paper concludes with a set of recommendations designed to reverse the trend toward port nationalization in both countries.

Legislation authorizing the national marine sanctuary program was enacted a decade ago. Since this time, six national sanctuaries have been designated and several additional offshore sites have been reviewed. This paper reviews issues associated with implementation of the program since its inception and focuses on four sites which have undergone review as illustrative of primary programmatic issues: The Channel Islands and Point Reyes‐Farallon Islands National Marine Sanctuaries; the Flower Garden Banks; and Georges Bank.

This study examines the relationships of four general landscape characteristics to viewer preference for a coastal landscape including oil and gas development. Landscape management possibilities that address these characteristics are apparent naturalness, compatibility of development with its setting, and ephemeral characteristics, including tidiness.

While Florida has already enacted most of the legislation needed for coastal zone management, the research resulting in this study shows that its effectiveness suffers from a lack of public and local government consensus. It also shows that the various state agencies involved and the laws and regulations they administer are not well coordinated, and that, while excellent local, regional, and state plans exist in many instances and areas, they are often ignored or bypassed in local government decision‐making. The author concludes that the state must make or clarify certain basic policy decisions and persuade the public to insist on their implementation. Many of the better features of other states’ plans are included for comparison.
