Current efforts to create coastal management systems have emphasized the need to preserve rural and less developed areas. Because of this, too little attention has been given to problems of coastal resource management in large metropolitan regions. This study examines the coastal policies of local governments in the Los Angeles area before and after the passage of the California Coastal Conservation Act of 1972. The Act transferred control over coastal development from the city and county to the regional and state levels. It is argued that the very large socioeconomic and political scale of a metropolitan region requires that local governments have a more direct role in planning and permit‐granting processes than was possible under the 1972 Act. Nevertheless, it is concluded that the elimination of regional agencies and their dual function of focusing discussion and acting on certain aspects of coastal policy—as was done in the California Coastal Act of 1976—may produce yet another set of problems for managing a metropolitan coastline.

The issue of whether power plants should be located on Wisconsin's Lake Michigan shore or inland is addressed in this article. It is quite likely that sites for several large power plants will be needed before the year 2000. Available evidence on the comparative costs of condenser cooling indicates that there may or may not be substantial economies from locating these plants at lakeshore sites depending on site characteristics, fuel costs, and other variables. Environmental impacts of coastal and inland siting are surveyed and also appear to be highly site‐specific. Important issues arise with respect to the intense competition for coastal land and the aquatic impacts at both coastal and inland sites. A third alternative, that of utilizing sites that are in the coastal zone but set back from the water's edge, has some promising aspects, but data on costs are scarce and inconclusive. Conclusions center on the importance of not ruling out either coastal or inland locations in future efforts to identify suitable power plant sites, the need to review current water‐quality measures, and the need for further research on institutions to facilitate sound siting decisions.

This article suggests a method of estimating economic losses for estuary‐dependent faunal species under conditions whereby the impact of a given degrading development on a particular estuary has a significant degree of uncertainty associated with it. The approach draws on standard theories from a variety of disciplines to provide an operational procedure capable of joint application by biologists, economists, and other related disciplines with working responsibility in the subject area. Consideration is given to probability estimation of possible impacts, sensitivity to underlying assumptions, and decisional safety under conditions of uncertainty. Applied results are demonstrated in a simulation of a negative developmental impact on the estuary‐dependent salmon resources of the Fraser River in British Columbia.

During the past seven years, The Nature Conservancy, a national conservation organization, has acquired and preserved 13 of the 18 Virginia Barrier Islands, which were threatened by development. This article provides a description of the acquisition and stewardship techniques employed to protect this vital coastal ecosystem. This information should be of assistance to those who are concerned about our valuable and unique coastal areas. Land acquisition to preserve the coastal zone is not a substitute for coastal zone regulations, but is rather a tool to be used in conjunction with regulations.

Whereas technology has brought problems for coastlines—mass‐produced cars streaming in on superhighways—it can also solve some of the problems thus created. Proxy beach environments, such as Big Surf, Arizona, which replicates aspects of an ocean coast, are but one palliative wrought by advances in hydraulics and landscape design principles. These artificial settings can furnish, within city limits, many of the experiences of more exotic seasides, and by so doing, alleviate recreational pressure on fragile natural counterparts. In exploration of this principle, the Big Surf facility is described and its market examined. It is suggested that the large capital outlay for this type of environment could be defrayed by inviting hotels and restaurants to locate, under concessionaire arrangements, on land closely overlooking the site. This could provide an incentive for the private sector to develop the primary facility, but a public sector role is also to be encouraged, as there is scope for redistributive strategems.
