The coastal management approaches developed by Australian states are a function of the issues of concern, technical understanding of problems, and the political philosophy when the agencies were established. Victoria has based its efforts on coordination between agencies and planning of public lands; Queensland on technical understanding of beach processes; South Australia on comprehensive planning and state‐local collaboration; and New South Wales on planning controls.

This article addresses the somewhat neglected issue of railroads in the management and development of the nation's coastal resources. Historic patterns of settlement and ease of terrain dictated where tracks were laid. Now in place, sometimes abandoned, and often suffering from lack of maintenance, railroads present specialized and challenging management problems at all levels of government. Problems associated with toxic and hazardous waste cargoes, derailments, and the federal government's involvement in railroad regulation, subsidies, and other support forms are discussed. Real estate and recreational opportunities associated with abandoned railroads are also discussed, in addition to suggestions for both planners and managers to consider in relation to coastal railroad problems. The article uses the coastal port of Pensacola in North‐West Florida as a case study exemplar of many of the problems involved with railroads in the nation's coastal zone.

The term “mitigation”; has been used in connection with habitat losses attributable to federal water projects as early as the Rivers and Harbors Act of 1899 and the Fish and Wildlife Coordination Act of 1934. Most of the current requirements to mitigate habitat losses associated with water development projects apply to wetlands, as they are biologically productive and have been destroyed at an increasing rate during recent years by developers seeking prime land in the coastal zone. A case study of the Port of Coos Bay and the City of North Bend, Oregon, provides an actual experience of estuarine mitigation in a dredging project and an airport fill. The case was developed as part of a larger curriculum research study for seaport management. This article is primarily written as a case with a brief introduction and discussion of mitigation requirements, followed by the text of the case and ending with a series of hypotheses for further research.

Few conceptually valid estimates of the economic value of wetlands exist. This is due, in part, to the complexity of the procedures needed to obtain such estimates in conjunction with the extensive data requirements of such procedures. In most cases, such data are lacking. This paper describes basic principles which underlie conceptually valid estimates of nonmarket and market values of wetlands and data needs for such estimates. The implications for wetlands management are explored for situations where such data are not available.

Planning for the North Yorkshire and Cleveland Heritage Coast, a 58‐km stretch of some of the finest cliffed scenery on Britain's east coast, is nearing completion in 1982 and has taken 10 years of planning work. Delay has resulted from necessary coordination among many planning authorities on such issues as the boundaries of the Heritage Coast and its status within the statutory Development Plan system. This report shows the complexity of coastal management planning even when there is general agreement on the need to protect an important coast resource.
