AbstractThe author challenges the widespread assumption that the wage effects of federal training programs are reliable and unbiased estimates of productivity effects and social benefits. Evidence is presented that the reputations of government training programs are unreliable and that employers stigmatize those eligible for Targeted Jobs Tax Credit and Comprehensive Employment and Training Act on‐the‐job training contracts. Graduates of classroom training programs which are known to be funded by the Job Training Partnership Act are likely to be similarly stigmatized. TJTC eligibles are seriously underpaid by employers and job training partnership act graduates may experience a similar fate. Consequently, the true effect of JTPA on the productivity of disadvantaged workers may be considerably larger than its effect on wages. AbstractFederal transportation officials assert that labor protections in the Urban Mass Transportation Act inhibit the propensity of local transit agencies to contract with private firms for services. The authors present results from a survey of a large sample of transit managers and econometric analysis to support their conclusion that labor protections do not appear to reduce the incidence of contracting. The labor protections, however, may be costly to transit management in other ways. The authors recommend actions, aside from repeal of labor protections, to increase contracting by local transit agencies.

AbstractNarrative policy analysis provides a way of analyzing those highly uncertain and complex policy issues whose truth‐value cannot be ascertained and about which the only thing practicing policy analysts know are the stories policymakers use in articulating these issues. One extremely well‐documented controversy, the 1980‐82 California Medfly Crisis, illustrates how a comparison and analysis of the structure of the dominant stories in that controversy reduces some of its underlying uncertainty. AbstractThe “underclass” is perhaps the defining feature of current research in urban distress and of current debates regarding urban policy. The leading measurement strategy (proposed in this journal) is somewhat divorced from the careful specifications of the leading theoretical work (notably that of W. J. Wilson). Several alternative measurement strategies demonstrate that the findings are extremely sensitive to the measurement used. Theory is the only reliable basis for choosing a measurement strategy and for avoiding the empiricist approach taken by other studies.
