AbstractIn the past, the U.S. government has been involved in various programs to support technical progress. The record of such programs in seven industries offers important guidelines. The economist's usual presumption that government support for such activities should be concentrated on those cases in which there is palpable market failure proves much too simple. Programs that stand the best chance of success are those in which the government itself is a dominant customer for the product concerned, those that do not require the government to determine what the commercial market wants, and those that do not directly threaten the relative position of competing firms in the industry. Some of the most successful programs have been positioned between basic research on the one hand and commercial application on the other.

AbstractProgram evaluation can be used for three purposes: to learn about a program's operations and effects, to control the behavior of those responsible for program implementation, and to influence the responses of outsiders in the program's political environment. Most agencies fail to take full advantage of all three faces of evaluation. They begin their evaluation programs too late; they assign evaluation responsibilities to staffs which lack the requisite skills; or they yield to temptations to distort or suppress evaluation findings. The case of the evaluation of civil service reform demonstrates how these multiple purposes can be pursued together with constructive results. It also suggests several lessons of more general relevance.

AbstractThe day care policy of the United States is generated effectively by interactions among tax law, food stamps, Aid to Families with Dependent Children, and block grants for social services. These various programs are administered or controlled by different departments, different branches, and different levels of government. As a result, it is difficult to know what effect a change in one program will have on the overall system that determines de facto policy. Congressional changes to the AFDC program, for example, created large changes in the financial incentives for families to choose publicly subsidized day care over private day care, even though subsidized day care is more expensive for the government. By the nature of these changes, it is clear that they were unforeseen and unintended.

Abstract“Privatization” of public lands has been urged on the grounds that it will provide a more efficient allocation of the nation's resources. However, there are some public policy objectives which private ownership and free markets are not equipped to achieve. Historically, these objectives have motivated legislation authorizing retention of some land in public ownership. AbstractThe key policy question in managing hazardous technologies is often some variant of: “How safe is safe enough?” A typical response of regulatory agencies has been to lay down minimum requirements for how hazardous facilities should be built and operated, without specifying the level of safety that it is hoping to achieve. The U.S. Nuclear Regulatory Commission, charged with regulating safety in nuclear power plants, has recently tackled the safety question directly, by adopting “safety goals” that facilities must meet. The NRC's approach proves to be sophisticated in some respects, incomplete in others. More generally, it points up the inherent difficulties that exist with the concept of “acceptable risk” and with any attempt to build policy instruments around it. AbstractThe Nuclear Regulatory Commission's increasingly prescriptive regulation of the nuclear industry can have deleterious effects, perhaps the most serious being the shift in responsibility for safety from the utility to the NRC. Several factors account for this type of regulation including the nature and structure of the nuclear industry, public opinion and bureaucratic incentives, and the nature of the technology itself.
