AbstractIn this article, two former staff members of the Secretary of State's Policy Planning Staff present their views of one of the federal government's most important policy offices. The article provides a description of the unit's organizational characteristics and responsibilities, an historical assessment of the office under successive chiefs, and an evaluation and discussion of the characteristics that have contributed most to its effectiveness. The authors assess the office's effectiveness using the criteria that a successful policy office is one that can both influence policy issues and sustain that influence over a reasonable period. AbstractThe history of a particular policy office, located in the U.S. Department of the Interior, is reviewed from the standpoint of a long‐time participant‐observer. This office played an active part in the formation of federal policies with respect to the leasing of Outer Continental Shelf oil and gas, the leasing of federally owned coal, and the supply and distribution of federally controlled water in the west, but in many other areas the office was less involved. The article examines the factors that affected the level of office involvement and, more generally, the character of office interactions with the various parts of the Interior Department. AbstractStructural arrangements in the Congress work against the use of analysis, but newer developments, such as growth in staff professionalism and activity of the congressional support agencies, tend to promote it. Interviews with committee staff show that they are aware of much analysis, use it primarily for political advantage, but that they also take it seriously as warning of problems and as guidance on particular issues. Staff value information more when they know and trust its source and understand its political motivations. AbstractThe authors argue that efficient water allocation is possible through markets as long as water rights are well‐defined, enforced, and transferable. They provide a framework for considering third‐party and free rider affects from water trades. From this framework, they consider the prospects for developing a market for instream flows. AbstractDespite statutory reforms and potentially large economic gains from water trades, water markets have been slow to develop throughout the West. This article examines an institutional impediment that has not received adequate attention: How can irrigation districts structure water trades to benefit their customers? It shows how this question can be satisfactorily answered by organizing a proposed water trade like a friendly corporate tender offer. While seemingly a radical procedure, the method conforms with a simple economic interpretation of statute and case law that (1) describes the trustee relationship between irrigation district boards and their customers and (2) defines the equitable and beneficial interest of landowners in the district's water supply.

AbstractRegulation has been frequently blamed for the decline of U.S. international competitiveness. This article examines the alleged link between regulation and trade within the context of electric utility policies implemented since 1970. Under an alternative electricity future in which the regulatory burden is reduced and regulatory inefficiencies are minimized, electricity prices are shown to fall by at least 30%.
