AbstractInsufficient attention has been given in cost‐benefit analysis to whose benefits are to be counted. Foreigners, illegal aliens, fetuses, and criminals are problematic cases. Persons or entities may be given “standing” by participation in decision processes; by having their preferences counted, if meaningful preferences exist; by having their welfare counted, if they cannot express their preferences; or by representation by others whom they do not choose. Problems of standing arise in the valuation of life, the consideration of future generations and nonhuman entities, and equity weighting. These problem may be treated by altering the scope of the expert community or by interaction between that community and the political community. AbstractAlthough the Reagan Administration tax reform proposals would reduce federal income tax liabilities for most taxpayers, federal tax reform would also create strong pressures on state and local governments to cut taxes and public services. These pressures would arise primarily because itemizers would no longer be able to deduct state and local taxes in determining their federal income tax liabilities. In New York City and Boston, it is likely that the Administration's tax reform would induce cuts in spending that range from 2.5 to 7.5 percent. While the elimination of state and local tax deductibility may promote allocative efficiency in the provision of local public goods, the cost would be a decline in the degree of redistribution through the state and local public sector, and a reduction in local public services for the poor.

AbstractThis paper examines the degree of economic security experienced by the population aged 65 and over. Elderly people in the United States now enjoy an average degree of economic well being that is high relative to the younger population. Within that average there is variance, however. This analysis finds that elderly persons in the lower‐middle income range—within 100 and 200 percent of the poverty line—are economically more vulnerable than either those of high income or those below the poverty threshold. Virtually all of the elderly benefit from social security retirement income (OASI) and Medicare. The poor receive in addition substantial means‐tested cash and in‐kind transfers, and the well‐to‐do receive enough additional subsidies and tax‐free income to leave them better off after government intervention than before it. But those in between—the tweeners—are more likely to rent unsubsidized housing, are less likely to have non‐Medicare health subsidies, and are more likely to rely on OASI as their primary source of income. When facing economic or health problems, the only way they can improve their well being is to spend themselves down to penury and thereby qualify for means‐tested cash and in‐kind transfers, in the form of Medicuid and Supplemental Security Income. AbstractOn July 1, 1982, the Commonwealth of Puerto Rico implemented a cash food assistance program, known as the Nutrition Assistance Program, as a replacement for the existing Food Stamp Program. The Nutrition Assistance Program differs from the former Puerto Rico Food Stamp Program in two important respects: cash replaced coupons as the form of issuance and eligibility standards and benefits were reduced to bring program costs into line with a reduced funding level. Based on household food use survey data collected before and after the introduction of the Nutrition Assistance Program, this paper examines the program's impacts on household food expenditures and diet quality. The results of the analysis indicate that the cashing out of food stamp benefits in Puerto Rico had virtually no impact on food expenditures and diet quality, while restrictions on eligibility and benefits under the Nutrition Assistance Program caused a decline in the money value of food used at home of about 2 percent and reductions in the availability of food energy and five specific nutrients ranging from 1.8 to 3.2 percent of the adult male Recommended Dietary Allowances.

AbstractMost lenders in international financial markets accede to reschedule overdue payments when sovereign borrowers fail to meet repayment requirements rather than foreclose and force a default. This practice provides borrowers with strong incentives to avoid prompt payment and to sak rescheduling instead. Because lenders cannot distinguish between borrowers who are unable, and those who are merely unwilling, to repay the loan, they will agree to reschedule loans of borrowers who would choose to pay rather than face outright default. This paper augments the traditional lender‐borrower model by explicitly considering rescheduling, in addition to default and repayment, and places it in a game theoretic context. It develops a theory of unwillingness to pay, as opposed to inability to pay, and derives strategies by which lenders can at least partially protect themselves against rescheduling requests by borrowers unwilling, but not unable, to fulfill their obligatio

AbstractThis paper holds that the prior development of clear external criteria or principles is not always a useful avenue to the resolution of policy dilemmas, and that external criteria are sometimes as likely to emerge from proposed resolutions to policy issues as they are to govern those resolutions. In the absence of external criteria, stories meeting certain characteristics (truth, richness, consistency, congruency, and unity) can integrate necessary considerations, explain the development of current dilemmas, and point the way to resolutions. Abstract“Big” decisions are defined as discontinuous, abrupt, and unique, in contrast to “little” decisions, which are marginal, commensurable, and additive. We can model big decisions, as well as a wider range of little decisions, if we enlarge our notion of decisionmaking to include legal interpretation, rites‐of‐passage ritual and conversion experience, heroic leadership, critical judgment of works of literature and art, and entrepreneurship.
