PREAMBLEThe Association is an educational, scientific, and professional organization whose members are dedicated to the enhancement of the worth, dignity, potential, and uniqueness of each individual and thus to the service of society.The Association recognizes that the role definitions and work settings of its members include a wide variety of academic disciplines, levels of academic preparation, and agency services. This diversity reflects the breadth of the Association's interest and influence. It also poses challenging complexities in efforts to set standards for the performance of members, desired requisite preparation or practice, and supporting social, legal, and ethical controls.The specification of ethical standards enables the Association to clarify to present and future members and to those served by members the nature of ethical responsibilities held in common by its members.The existence of such standards serves to stimulate greater concern by members for their own professional functioning and for the conduct of fellow professionals such as counselors, guidance and student personnel workers, and others in the helping professions. As the ethical code of the Association, this document establishes principles that define the ethical behavior of Association members. Additional ethical guidelines developed by the Association's Divisions for their specialty areas may further define a member's ethical behavior.

The authors discuss the results of a study designed to assess nationally certified counselors' perceptions of the relevance of elements of the National Board for Certified Counselors examination to their work as counselors. Support for the validity and appropriateness of the examination in regard to perceived relevance and lack of differentiation on the basis of respondent characteristics were found.

The probable future of cross‐cultural counseling, for the next 10 years, was predicted using the Delphi Method—the best available forecasting tool. A panel of 53 identified experts in the field of cross‐cultural counseling completed a 49‐item questionnaire that addressed future developments in the areas of theory and research, training and preparation, and social organization. Results indicated many probable changes in all areas and several areas that remain unclear for the next decade. With the advent of political turmoil in Afghanistan, increasing numbers of Afghan refugee families have been coming to the United States. Both the children and the adults perceive school as the primary resource for their successful transition into U.S. society. The school counselor is in a position to guide Afghan clients by providing them with necessary educational and career information. The historical isolation of Afghanistan and its remote location geographically make this rich and ancient culture unknown to many Americans. This culture has certain significant and unique characteristics that affect the way in which Afghans may adjust. The author describes aspects of the Afghan culture most relevant to counseling the Afghan refugee family or individual.

A fundamental analysis decision confronting researchers in psychology and education is the choice between parametric and nonparametric tests. Despite the statistical and substantive implications of this important decision, many researchers unerringly employ parametric tests and thus ignore the advantages of their nonparametric counterparts. One justification for this behavior has been the absence of guidelines for choosing between these procedures. A second has been the lack of a comprehensive nonparametric test that is computationally manageable. In this article, the author discusses several statistical and substantive criteria that can be used to choose between parametric and nonparametric tests. In this interview, two counseling psychologists describe aspects of a relatively unique career counseling service that has been validated by 40 years of success in the marketplace. Composed of 3 intensive individual interviews and 15 to 25 hours of educational and psychological testing, the service assists clients in identifying and beginning pursuit of suitable educational and occupational goals. The counselors describe how they organize and sift through test results to formulate recommendations for a client's unique career circumstances, why they accept responsibility for developing and presenting concrete recommendations, and what the changes in their clients' concerns suggest about the evolution of work in the United States. Their specificity and professionalism will help counselors understand the craft of career counseling.
