AbstractThe UGC's ranking of research strengths was part of a wider, radical revision of university funding. Inevitably, the exercise aroused much hostile academic criticism which stemmed from both science‐based and arts‐based sources: this has focused specifically on the methodology employed, the secrecy surrounding it, and the denial of appellate provision. Additional criticisms made here are: (i) the techniques devised were inadequate for the task; and (ii) that they represented a mechanistic approach to an essentially organic problem. Although the UGC exercise was deeply flawed, evaluation per se seems to have been generally accepted, however reluctantly. AbstractThe National Advisory Body was established to advise the Secretary of State for Education and Science on the allocation of money to support advanced work in polytechnics and colleges. The committee system of NAB was representative of local authority and college interests and there was always a tension between NAB and the Department of Education and Science. The paper charts the decisions that were taken by NAB in progressing the 1987–88 planning exercise. The policy context of these decisions is analysed and the political consequences are discussed. The paper argues that the 1987–88 exercise was the wrong approach to the planning problems and that the resulting conflict with the Government destroyed the credibility of

AbstractThe Croham report has its roots in the Jarratt report on university efficiency; its first fruit is the White Paper on Meeting the Challenge. Croham's message has been significantly transformed, and the last important vestiges of the classical UGC system removed. Detailed examination of both documents nevertheless suggests that not all virtue has gone from the system and that there might yet be hope that the more autocratic wedges inserted by the White Paper will not be driven home. In part this will depend on the universities themselves as well as on the UGC's successor.

AbstractAccountability has now become a major theme for higher education internationally as well as in the UK. Universities were guaranteed autonomy by their charm, although polytechnics were accountable from their first designation. Both sectors now, however, have been asked to make themselves more publically accountable.There are many different views about the purposes of higher education, therefore the measurement of its success is not easy. Some fm of measurement of the effectiveness of its activities in teaching and research is however urgently needed. The most important measure of teaching quality is the attainment of students at the end of their course, but the success of teaching depends on many external factors, including resourcing and effective institutional management.Too few attempts to measure the quality of teaching in the classroom have been made, but Her Majesty's Inspectors have been assessing the quality of classroom experience for many years, and their reports have been published since January 1983. Their methodology of inspection has been developed considerably, and has many features worthy of note. It need not be seen as a threat to academic autonomy.
