Evaluation of Census Survival Rates in Estimating Intercensal State Net Migration |

Census survival rates measure intercensal state and county net migration, by age, color, and sex. They have certain technical advantages over other residual methods, specifically the exclusive virtue of a built-in technique which corrects for net census undercount by age, including underenumeration and misstatements of age. Using three sets of estimated “closed” native populations and reported United States deaths as standards, this study evaluates three sets of national census survival rates. The unavailability of appropriate figures make it impossible to determine precisely which is most accurate. Then, it analyzes the effects of adjusting census survival rates for national-state mortality differentials in measuring intercensal net migration and deaths for states. Next it examines differences in state net migration and mortality arising from the use of the forward, reverse, and average formulas. The study finds insignificant differences between adjusted and unadjusted survival rates and among the forward, reverse, and average formulas. Finally, it estimates net interstate migration for native whites, total whites, and nonwhites, by age and sex, for the 1940–50 decade, using census survival rates, and compares the results with the more correct estimates for all ages obtained with vital statistics data. By using the formula which most accurately duplicates “vital statistics” deaths over all ages, one obtains the most precise intercensal state net migration estimates by age groups.

Sample survey data are commonly expressed by the ratio meanr = y/x, where bothyandxare random variables, each the sum of a survey variable. Most commonly,xis simply the sample size andrthe sample mean. Simplicity of computing and presenting this mean gives it considerable advantages, particularly in multi-purpose surveys. Though consistent, it is not an unbiased estimator. Our empirical investigations, set in a theoretical framework, show that the bias in most practical surveys is usually negligible; the ratio of bias to standard error (B/σ) was small in every test, even those based on small subclasses. Thisbias ratio (B/σ) is necessarily less thanCx, the coefficient of variation of the sample size, which appears as a useful criterion for judging the adequacy of survey samples. It can usually be controlled with practical procedures of stratification and selection with probabilities proportional to size.

The statistic for testing the fit of a linear model, or the statistic for testing a linear hypothesis under the model, when using probits or logits, has a central χ2-distribution for large samples if the null hypothesis is true. If it is not true, the test statistic has, asymptotically, a non-central χ2-distribution with a non-centrality parameter that depends on the alternative hypothesis, the model, and the transformation. Non-Centrality parameters associated with tests of the two types of hypotheses are derived, and the non-centrality parameters of some tests of interest in bioassay when the response is quantal are derived as special cases. Possible applications are discussed and several numerical examples are given.

Based on height and weight data of youths recently (1957–1958) examined for military service, two basic weight-height tables (Tables 3 and 4) were derived, by single years of age and race, showing five weight values for each inch of height. The five values consist of a midvalue, i.e., the expected mean (geometric) value, and two values on each side of the midvalue, comprising ranges of ± 1.2816 and ± 1.6449 standard errors of estimate. The current weight-height values are evaluated in terms of the corresponding maximum “desirable” weights.

Thei-th inverse moment of a decapitated negative binomial variable is expressed as an integral, the integrand of which involves its (i− 1)th inverse moment. A bound on the cumulative round off error involved in using the recurrent formulae for the inverse moments of the decapitated negative binomial variable is obtained. The cumulative error is found to be not serious. Various approximations for these moments have also been obtained. Among these, the gamma approximations seem to be accurate to two or more decimal places for values ofmandpsuch thatmp> 5, provided the gamma approximations are applicable. An application of these moments is also considered.
